Description
At the World Bank, a member of the World Bank Group (WBG), you’ll join a diverse, global community working across cultures, disciplines, and borders to address the world’s most pressing development challenges. With 1.2 billion young people reaching working age in the decade ahead, the challenge of job creation has never been greater. Through partnerships across 145 countries and more than 182 offices worldwide, we work with governments, private sector, development partners and other stakeholders to invest in people, strengthen markets, and deliver scalable, data-driven solutions that generate more and better jobs and improve lives. Europe and Central Asia Region:
The Europe and Central Asia (ECA) region comprises 30 diverse, predominantly middle-income countries, with a population of nearly 500 million people. ECA countries face structural and legacy issues affecting their economic growth and job creation, including an incomplete transition to a market economy and declining productivity, weak institutional capacity, dependence on fossil fuels, limited physical and digital connectivity and, in many instances, aging populations. Recent shocks have further exacerbated these challenges, with significant impacts on the level, inclusiveness and sustainability of growth and overall living standards.
The World Bank Group is working closely with client countries in the region to address these issues, with increasing focus on productivity growth and job creation, energy security and water management, human capital and economic inclusion, and physical and digital connectivity. The region has a strong lending pipeline and a large portfolio of projects spanning several sectors. In addition, knowledge is critical to the Bank’s value proposition to client countries in the ECA region. Compounding these challenges, the ECA region is highly exposed to natural hazards — including earthquakes, floods, droughts, and landslides — that pose significant risks to lives, livelihoods, and hard-won development gains, with climate change further intensifying the frequency and severity of these events. Urban, Resilience and Land Global Practice:
Sustainable urban development has the potential to transform the lives of billions of people by improving access to economic opportunities, essential services, and resilient living environments. Urban, Resilience and Land (URL) Global Practice leads the World Bank's work on cities, urban infrastructure, disaster risk management, and land administration, helping countries build inclusive, green, and resilient urban futures. With one of the most active lending portfolios among the Bank's Global Practices — spanning investment project financing, development policy operations, and advisory services across all regions — the URL GP works at the intersection of urbanization, climate resilience, and territorial development to deliver lasting development outcomes. At the heart of this work lies a commitment to building resilience — integrating disaster risk management, climate adaptation, and risk-informed urban planning to help countries and cities anticipate, absorb, and recover from shocks, while ensuring that growth is not built on vulnerability.
The ECA Urban, Resilience, and Land Unit (IECUR):
The ECA Urban, Resilience, and Land Unit (IECUR) manages a dynamic and diversified portfolio of lending operations and advisory services across the Europe and Central Asia region, covering urban development, disaster risk management, land administration, and climate resilience. The unit's work spans a range of country contexts — from EU member states navigating post-accession reforms to middle-income countries strengthening their urban institutions and infrastructure, disaster resilience, and land management practice. IECUR's development objectives include: (i) promoting inclusive urban growth and improving access to urban services and affordable housing; (ii) strengthening national and local capacity for urban planning, land management, and integrated territorial development; (iii) enhancing resilience to natural hazards and climate change through both infrastructure investment and institutional capacity building; and (iv) supporting the green and low-carbon transition of cities through innovative financing, nature-based solutions, and climate-smart urban planning. The unit maintains a strong knowledge agenda through its analytical work and engages actively with clients through policy dialogue, technical assistance, reimbursable advisory services (RAS), and strategic partnerships.
IECUR program includes technical and knowledge agenda relevant to Europe and Central Asia region and beyond. Knowledge and technical agenda are supported by the Global Facility for Disaster Reduction and Recovery (GFDRR) as well as other donors/partners. This includes also Technical Assistance Financing Facility for Disaster Prevention and Preparedness (TAFF) launched in 2024 with regular calls for expressions of interest and multi-year implementation periods. TAFF is a partnership between the European Commission through its Directorate-General for Civil Protection and Humanitarian Aid Operations (DG ECHO), the World Bank and the Global Facility for Disaster Reduction and Recovery (GFDRR), housed within the World Bank. TAFF is fully funded by the EU and managed by the GFDRR and implemented by the World Bank. The overall objective of TAFF is to strengthen the knowledge and capacities of countries under the EU’s UCPM for disaster prevention and preparedness. For more information about TAFF and ongoing projects, please visit https://www.gfdrr.org/en/taff.
