Job Purpose
The core purpose of this role is to support the service of Overseas Emergency Health including emergency response and humanitarian health programmes of International & Relief Service (IRS). S/he works under the supervision of the Senior Programme Coordinator (Emergency Health) to coordinate internally and externally the execution of plans related to overseas emergency health responses and humanitarian health initiatives with partners in the Red Cross and Red Crescent Movement.
Key Responsibilities
• Assist Senior Programme Coordinator (Emergency Health) to lead a team of staff and collaborate with identified Movement partners to ensure effective and efficient health responses to emergencies.
• Monitor and analyze humanitarian crisis and disasters and make recommendation to mobilize resources, including personnel and funding, to respond to overseas emergencies.
• Coordinate and ensure compliance with policy, guidelines, and mechanisms related to volunteer management, retention and engagement, to achieve service quality and accountability through development of competent staff and volunteers.
• Plan and coordinate volunteer engagement plans to facilitate team building, experience consolidation and knowledge sharing exercise within the Overseas Humanitarian Volunteer Service Unit.
• Coordinate the recruitment of professional volunteers in Overseas Emergency Health Service and ensure tailored, relevant and updated briefing, training and development advice for volunteers to maintain desirable competencies’
• Coordinate development and organization of overseas emergency response trainings and build up institutional capacity of volunteers for overseas emergency and humanitarian works.
• Make recommendations for improving programme management systems and formulating operational plans for the Senior Programme Coordinator (Emergency Health) to fulfill the operational strategies for overseas emergency health service.
• Coordinate internally and externally the execution of team’s plans in order to achieve the highest level of relevancy to humanitarian needs and accountability to the public, the donors, partners and people receiving assistance. Requirements
• Bachelor’s degree in health-related disciplines; Master of Public Health or related discipline preferred
• Minimum of 5 years of relevant post-graduation work experience, including at least 2 year at a managerial level within overseas humanitarian sectors
• Experience in programme management and networking within the health sector (local and international)
• Experience in volunteer management and development, preferably for professional volunteers in health-related disciplines
• Experience in disaster response or community health approaches
• Good interpersonal skills, mature personality, self-motivated, strong sense of responsibility, independent, with high cultural sensitivity, able to work in a multi-disciplinary team and under pressure
