ACENSI BELGIUM is looking for his client a Program Manager for one of its client in the public transport sector. Responsibilities Program Leadership
• Manage the full lifecycle of the IT program, including scope, roadmap, priorities, risks, dependencies, success criteria, budget, and delivery planning.
• Translate strategic and business objectives into a coherent program roadmap and ensure alignment between the different projects and workstreams.
• Work closely with Business Area Managers, IT Portfolio Managers, PMO, architects, delivery teams, and other relevant stakeholders to ensure strategic and operational alignment.
• Establish and maintain the appropriate program governance, including steering committees, reporting structures, decision-making processes, and escalation mechanisms. Project Management
• Act as Project Manager for one of the projects within the program and take direct responsibility for its end-to-end delivery.
• Define and maintain the project scope, planning, milestones, budget, resource needs, risks, dependencies, and acceptance criteria.
• Coordinate the day-to-day activities of the project team and ensure that business, functional, technical, testing, security, and operational aspects remain aligned.
• Monitor project progress, address delivery issues, and take corrective actions where required. Take direct responsibility for the successful delivery of the project managed within the program.
• Ensure that the project delivers the agreed outcomes within the approved scope, budget, timeline, and quality expectations. Stakeholder Communication and Governance
• Provide clear and regular status updates to business and IT stakeholders, PMO, senior management, and governance bodies.
• Present progress, risks, issues, budget status, dependencies, and decisions requiring management attention.
• Facilitate timely decision-making and escalate issues when they cannot be resolved at project or program level. Team and Resource Management
• Manage the program budget and the budget of the directly managed project, including forecasting, actuals, change requests, and financial reporting.
• Coordinate and support the Project Managers responsible for the other projects within the program.
• Provide guidance on planning, governance, risk management, reporting, and dependency management without taking over their day-to-day project responsibilities.
• Support teams in resolving cross-functional issues and maintaining focus on agreed business outcomes. CONFORMITY CRITERIA
• Minimum 6 years of relevant experience in IT project and/or program management.
• Master’s degree, or equivalent through relevant professional experience, in IT, Engineering, Business, or a related field.
• Proven experience coordinating an IT program, multiple projects, or interdependent workstreams.
• At least 1 year of proven experience in traffic or incident management systems, in the railway sector, or in comparable operational environments (aviation, ports, logistics, utilities, …).
• Minimum 2 years of experience as a Business Analyst and/or Functional Analyst.
• Professional proficiency in English and French or Dutch, spoken and written.
