Context, Description & Mission Details Presentation The ANPR program is housed within the Directorate of Police Information and ICT (DRI) of the Federal Police. The Directorate is responsible for preparing the policy and rules for information management and processing, developing the police information concept, establishing technical norms and standards, and implementing information and communication systems. Project Automatic Number Plate Recognition (ANPR) uses intelligent cameras that recognize license plates. The system then compares these scanned license plates with already available data (stolen or reported vehicles, whether or not they are allowed to drive in certain areas, etc.). Within the Federal Police's ANPR ecosystem, various themes have been identified to maximize operational effectiveness; the Traffic pillar is crucial for road safety in this regard. Mission As Project Manager “ANPR for Roadsafety” within the ANPR team at DRI, you will be responsible for the planning, execution, and follow-up of various projects. You ensure a sound structure and make every effort to adhere to predetermined timelines and budgets so that initiatives can be realized and implemented correctly and on time. Where necessary, you adjust the schedule, and you are able to communicate clearly and transparently about this and provide the necessary reporting. For each project, you develop a plan of action that aligns with the indicated priorities and capacity (both budgetary and technical) and work closely with the business analyst to map out all elements and document them thoroughly. You are able to develop an overarching vision and roadmap for the various projects within the Traffic theme, taking into account strategic priorities, dependencies between initiatives, and the long-term objectives of the ANPR program. You translate this vision into a concrete, phased plan that provides direction to the team and stakeholders. You also help coordinate the various actions with suppliers and build a good relationship with internal stakeholders within the police: IT architects, (functional) analysts, software engineers, and key users, in order to ensure the success of the projects. You support communication and change management initiatives, and guide the developers and analysts within the Traffic theme where necessary. In a short time, you build up knowledge of the various topics within Traffic, which you thoroughly document with a view to anchoring and transferring information. You can quickly switch between different topics and according to changing priorities. Tasks and

responsibilities:
Main tasks: Defining and managing project scope, schedule, milestones, and deliverables based on validated parameters. Identifying tasks, dependencies, and risks; developing and following up on mitigation measures. Managing business analyst(s) on various topics. Reporting project progress to stakeholders: status, issues, bottlenecks, risks, and proposed alternatives/mitigations; recording decisions and actions (“decision log”). Establishing and maintaining quality management plans so that project results meet the required standards. Daily collaboration and coordination with the development team (full stack engineers, back-end developers) and with other involved teams (DIPO, DIST) within GPI. Implementing and using project management and documentation tools (including JIRA, Confluence) for follow-up and knowledge sharing. Stakeholder management and relationship building with internal police stakeholders (IT architects, (functional) analysts, developers, and key users) and external partners (e.g., suppliers, other government agencies, etc.) to ensure the success of the various projects. Additional duties: Support in managing the project management organization within the ANPR team: co-guiding the demand management process, setting up strategic reporting, determining best practices and internal processes, handover to the run team. Support for change management and user training programs where necessary. Participate in developing a plan of action in line with the future vision regarding camera connections, network facilities, etc. Education, experience and competencies: At least ten years of hands-on experience in managing IT technical projects Experience with systems and programs for project tracking and knowledge management (JIRA, Confluence) Strong analytical and problem-solving skills French or Dutch as a native language, with a strong passive knowledge of the other language Soft skills Work style: Proactive, result-oriented, and structured. You take initiative, are a self-starter with a critical eye, and work systematically. You prioritize clear goals (KPIs) and substantiate your proposals and decisions with facts and data. Communication: Excellent communication skills, both written and spoken. The ability to guide and align various stakeholders on content. You can actively listen, ask the right questions, and clearly articulate complex ideas, both in writing and verbally. Integrity: Discretion and reliability are essential, given that you have access to sensitive police information.
