Our services include disaster relief, special education, volunteer service, first aid and health training, and blood transfusion. http://www.redcross.org.hk Job Purpose The Deputy Manager supports the Senior Manager in the operational management and administration of the Tai Po Recovery Plan and Preparedness for Effective Response (PER) framework. The role is responsible for coordinating project implementation, monitoring progress, managing reporting and compliance requirements, administering financial and partner processes, and maintaining stakeholder coordination. The position ensures projects are delivered efficiently accountably, and in accordance with HKRC policies, donor requirements and recovery objectives.

Key Responsibilities
• Support the development and maintenance of project management guidelines, operational procedures and templates.
• Vet and assess project proposals and work plans to ensure alignment with the objectives of the Tai Po Recovery Plan, funding requirements and HKRC policies and procedures.
• Coordinate project administration, including budget monitoring, financial transactions, procurement processes, and resource management, ensuring compliance with established controls.
• Monitor project implementation, maintain monitoring systems and produce clear management and donor reports
• Coordinate with partner organizations and internal stakeholders on project implementation, reporting requirements, compliance matters, and operational issues.
• Maintain project documentation, partnership records, agreements, and compliance-related files to ensure accountability and audit readiness.
• Prepare presentations, briefings and meeting documentation and coordinate project meetings, workshops and learning activities to strengthen stakeholder engagement. Requirements
• Bachelor’s degree in humanitarian studies, social sciences, development, disaster management or a related discipline
• Minimum of 3 years of relevant postgraduate working experience in the humanitarian, development, or social service sectors
• Solid experience in project and grant management, compliance, and donor accountability
• Hands-on knowledge of Monitoring, Evaluation, Accountability, and Learning (MEAL) frameworks and monitoring systems
• Ability to adapt to evolving recovery needs while maintaining program quality
• Proficiency in digital and analytical tools, including AI‑enabled platforms for reporting and presentations
• Strong skills in reporting, facilitation, and knowledge sharing.
• Excellent command of both written and oral English and Chinese/ Cantonese/ Putonghua
