The EIB, the European Union's bank, is seeking to recruit for its Projects Directorate (PJ), Mobility Department (MOBILITY), Mobile Assets and Deployment Division (MADE), at its headquarters in Luxembourg, an Associate Sector Specialist
- Innovative Transport Technologies Deployment*. This is a full-time position at grade 4. The term of this contract will be 3 years.
• internal benchmark: Associate Sector Engineer Panel interviews are anticipated for November. Purpose Join the EIB's Projects Directorate / Mobility Department and contribute to its analytical capacity in innovative transport technologies including digitalisation, automation and innovative logistics as well as clean technologies and decarbonisation. Support the teams in particular in relation to shipping operations, particularly involving emerging technologies and evolving business models in the maritime sector as well as cybersecurity, economic security and supply chain risk considerations. Your work will support the appraisal and monitoring of technically complex and evolving projects in line with the Bank's standards and procedures. You will join the Mobile Assets and Deployment Division (MADE) within the Mobility Department of the Projects Directorate and report to the Head of Division. You will work closely with sector and senior executive staff in the Mobility Department, as well as colleagues across other EIB services. This role offers the opportunity to build expertise across innovative transport technologies and mobile assets. Under the guidance of senior colleagues, you will support work on clean mobility, digitalisation and automation, logistics, shipping decarbonisation and other evolving areas across the automotive, rail, aviation and maritime sectors. Operating Network In this role, you will work closely with professional staff in the Mobile Assets and Deployment Division and Mobility Department, other teams in the Projects Directorate, and colleagues in Lending and Legal. You will contribute within multidisciplinary project teams throughout the appraisal and monitoring of transport technology and mobile asset operations. You will also engage with firms, organisations, public authorities, European Union institutions, project promoters and other relevant counterparts, including through selected sector events and project-related exchanges. Accountabilities The Following Activities Will Be Carried Out With The Backing And Under The Supervision Of Senior Experts, And Mainly In Support Of Their Work
• Contribute to project appraisal and monitoring in a support capacity, including market and sector research, data analysis, benchmarking of technologies and business models, and preparation of internal documentation.
• Support senior colleagues in assessing project rationale, viability and alignment with policy objectives, including transport innovation and decarbonisation. In shipping, tasks may include reviewing fleet developments, emerging fuel and propulsion technologies, and digitalisation and automation in the maritime sector. Support may be required also in other sectors covered by the division, in particular automotive (deployment of fleets of cars and EV charging), rail (e.g. rail rolling stock projects, in particular aspects related to digitalisation) and aviation (drone use cases and deployment).
• Progressively take a more active role in due diligence, including technical and market assessments, interactions with project promoters and ownership of defined project due-diligence activities.
• Contribute to sector, policy and methodology papers related to innovative transport deployment in support of the Bank's sector and lending policies and wider policy work and support the representation of the EIB at selected sector events and in exchanges with relevant stakeholders. Qualifications
• University degree (minimum equivalent to a Bachelor degree), preferably in engineering, economics or another field relevant to the types of projects financed by the Bank.
• At least 3 years of relevant professional experience, preferably in innovative transport projects, covering areas such as clean mobility, including vehicles, vessels or charging infrastructure, digitalisation and automation, preferably with exposure to the shipping and/or logistics sectors, gained in project appraisal, financing or advisory roles.
• Interest in innovative transport technologies, logistics and shipping decarbonisation.
• Strong analytical skills, the ability to synthesise complex information and communicate clearly in an appraisal context, together with a proactive attitude, willingness to learn and adaptability across transport and maritime sectors.
• Experience and / or knowledge of other sectors covered by the division (rail, automotive, aviation, shipping) would be an advantage.
• Good understanding of cybersecurity, economic security, and supply chain risk considerations would be an advantage
• Excellent knowledge of English and/or French, with a good command of the other (**). (Knowledge of other EU languages would be an advantage).
