Brussels, Belgium Work Model: Hybrid – minimum 2 days on-site per week Work Regime: Full-time Start Date: 16 October 2026 (ASAP) End Date: 30 June 2027 Mission Overview We are looking for an experienced Delivery Governance & Process Manager to strengthen the Standards & Methods function within a Delivery Enablement organization. The consultant will help translate strategic direction, delivery experience, and stakeholder input into clear, governed, and operational standards, methods, decision frameworks, and reusable assets. This is a hands-on governance and operational excellence assignment. The focus is not on general Agile coaching, but on providing dedicated expertise and execution capacity for the design, governance, measurement, implementation, and institutionalization of scalable delivery practices. Organizational Context The Delivery Enablement function brings together disciplines including Agile, UX, Quality Assurance, and Standards & Methods to establish a coherent end-to-end delivery approach. The Standards & Methods scope covers:
• Product Operating Model governance and evolution
• Common delivery standards and ways of working
• Scaled Agile and cross-team delivery mechanisms
• Delivery performance and metrics frameworks
• SLA and OLA governance
• Standardization of external service-request and tender mechanisms
• Development and maintenance of reusable delivery standards and methods Current priorities include establishing a scalable operating model, formalizing delivery concepts into documented and trainable standards, implementing measurable SLA governance, supporting workforce and sourcing decisions, and strengthening governance across delivery practices.

Key Responsibilities
The consultant will:
• Translate strategic intent and organizational knowledge into a coherent delivery framework.
• Convert concepts, workshops and stakeholder input into practical and implementable deliverables.
• Design and maintain standards, procedures, playbooks, templates, policies, workflows, process flows and decision frameworks.
• Ensure standards are usable, testable, maintainable and proportionate.
• Build measurable feedback loops between standards, adoption and delivery outcomes.
• Coordinate dependencies between the Product Operating Model, Agile at Scale and delivery metrics.
• Implement and continuously improve delivery governance and enterprise ways of working.
• Identify gaps, overlaps and inconsistencies across existing processes and standards.
• Drive actions, dependencies and decisions with stakeholders through to closure.
• Balance governance and standardization requirements with operational pragmatism and adoption realities.
• Support the lifecycle management and continuous improvement of governance repositories and operational assets. Required Experience & Expertise The successful consultant should demonstrate:
• 3+ years of practical experience within Delivery Enablement, Transformation Office, Delivery Governance, Operational Excellence or a comparable function.
• Strong experience implementing and operationalizing ways of working.
• Proven ability to structure, maintain and continuously improve standards, methods, procedures and governance repositories.
• Demonstrated experience translating strategic initiatives and concepts into practical processes, standards, methods, templates and workflows.
• Hands-on experience implementing and improving delivery governance, operating models and enterprise ways of working.
• Experience working within Agile and scaled delivery environments.
• Relevant experience in roles such as Agile Lead, Release Train Engineer (RTE), Delivery Lead, Governance/Process Manager or similar.
• Strong ability to transform ambiguity into actionable deliverables and clear next steps.
• Excellent process and governance documentation capabilities.
• Strong stakeholder management and cross-functional coordination skills.
• Experience with delivery metrics, performance measurement, and continuous improvement. Behavioural Competencies The consultant should be able to:

• Drive topics proactively from definition through implementation and closure. Important Profile Consideration This assignment is not primarily intended for a generalist Agile Coach whose experience is limited to facilitating Agile ceremonies or team coaching. The organization is specifically seeking a pragmatic, hands-on Delivery Governance and Operational Excellence specialist capable of designing, documenting, implementing, measuring, and continuously improving the delivery system. Candidates should demonstrate tangible experience delivering operational assets and measurable implementation results, rather than only developing conceptual governance models. Work Arrangement Brussels, Belgium – Hybrid, minimum 2 days onsite per week. The assignment is full-time. Activities will primarily take place across the organization's Brussels locations, with occasional business travel to Berlin, Germany possible.
