Key Responsibilities
• Own end‑to‑end payroll management covering full‑time, part‑time and project‑based staff: monthly payroll calculation oversight, final payment management, monthly payroll confirmation and e‑banking transition
• Manage the college‑level salary budget
• Own tax report (IR56F) and monthly MPF report; be the key contact for MPF management
• Lead staff performance management: coordinate annual appraisal, performance evaluation, workload assessment and overall contract renewal planning
• Take overall lead for group medical scheme including vendor governance, contract management and scheme implementation
• Manage end‑to‑end employee departure processes including resignation, termination, dismissal, exit interview, long‑service payment administration, ensure full compliance with Hong Kong Employment Ordinance
• Lead labour relations case handling, labour risk control and resolution of labour disputes
• Oversee travel request application and travel reimbursement for staff under HRO budget; Execute procurement and payment workflows for HR‑related items including new‑joiner medical checks and staff meal allowances
• Lead HR‑related procurement activities: vendor evaluation and budget checking
• Oversee work injury case handling at operational level
• Provide operational inputs and data analysis to support Senior Manager’s work on HR planning, system building and talent review initiatives. Qualifications & Requirements
• A recognised bachelor’s degree in Human Resource Management, Business Administration, Accounting or related disciplines.
• A minimum of 5 years of progressive human‑resources management experience with hands‑on exposure to Hong Kong payroll operations, MPF administration, IR56F filing and labour‑relations case‑work. Experience in tertiary‑sector human‑resources is an advantage.
• Sound working knowledge of the Hong Kong Employment Ordinance, long‑service‑payment provisions, MPF requirements, IR56F tax obligations and the PDPO; practical experience in group‑medical‑scheme vendor management and contract administration.
• Solid hands‑on expertise across core HR operations; competency in budget management and data analysis; proven ability to resolve complex labour‑relation and termination cases; strong vendor and cross‑departmental co‑ordination skills with meticulous attention to compliance and details.
• Proficiency in written and spoken English and Chinese (Cantonese and Putonghua).
• Strong sense of confidentiality; advanced MS Office skills especially Excel. Professional HR certification e.g. HKIHRM membership is preferred.
