Program Manager

Mission Overview:

This opportunity is a consultancy mission with Keystone Solutions, delivering strategic impact for our client, a leading mobility provider operating more than 1,000 parking facilities across 9 European countries and serving approximately 100 million customers annually. The client is executing a strategic transformation to become a more digitally driven organisation. As a Keystone Solutions consultant, you will be based primarily in Brussels with regular travel across European operating countries. You will lead strategic, cross-country programmes, including mergers, acquisitions and post-deal integrations, while working closely with senior stakeholders and country teams.

Consultancy Model and On-site Collaboration:

• Work as a Keystone Solutions consultant embedded with the client, spending time on site at their Brussels headquarters and traveling regularly to European country locations to align local realities with programme objectives.
• Operate within Keystone’s consultancy framework: clear governance, outcome orientation, structured communication, proactive risk management and a commitment to measurable benefits.
• Partner with executive sponsors, steering committees and cross-functional delivery teams to ensure decisions are timely and progress is transparent.

Key Responsibilities:

• Lead end-to-end programme management for strategic, cross-country initiatives, including M&A carve-outs, integrations and post-merger harmonisation, as a Keystone Solutions consultant working closely with the client.
• Define and maintain robust programme structure and governance: planning, scheduling, RACI, reporting lines and decision-escalation paths.
• Set up and lead steering committees, ensuring senior stakeholders receive clear, timely information to make informed decisions.
• Coordinate workstreams and teams across multiple countries, aligning local realities with overall programme objectives and timeline.
• Anticipate risks and roadblocks proactively, bringing forward-looking options and solutions rather than waiting for issues to escalate.
• Actively listen to country teams, business stakeholders and delivery teams, adapting the programme approach based on their input and constraints.
• Track and report on programme benefits, budget, risks and progress, ensuring transparency towards executive management.
• Champion change management practices to support adoption of new structures, processes and ways of working across countries.

What We Are Looking For:

• Must-have skills and experience:

• Proven experience managing large, complex programmes across multiple countries and business units.
• Hands-on experience managing M&A-related programmes (carve-outs, integrations, post-merger harmonisation).
• Strong command of programme governance: structuring plans and schedules, and leading steering committees at senior management level.
• A proactive, solution-oriented mindset, someone who looks forward, anticipates issues and proposes solutions rather than simply executing tasks.
• Excellent listening skills, genuinely engaging with stakeholders' concerns and adapting the programme approach accordingly.
• Strong analytical and organisational skills, able to structure ambiguity into clear plans, milestones and decisions.
• Excellent written and verbal communication skills in English, French or Dutch is an asset.

• Nice-to-have:

• Programme or project management certification, for example MSP, PMP, Prince2 or equivalent.
• Experience with PPM tools, for example MS Project, Planview, Clarity.
• Exposure to Agile or hybrid delivery methods alongside traditional programme governance.
• Additional European language skills.
