Project Leader – Quality & Program Support (Expert) Start Date: 01/07/2026 End Date: 24/12/2026

Brussels, Belgium (Grasmarkt – On-site, no remote option) Role Overview We are seeking an experienced Project Leader to support the implementation and structuring of a new quality framework within a public sector organization. The role focuses on improving governance, stakeholder management, workload distribution, and team effectiveness across two strategic program streams: inclusion and sustainability . The Project Leader acts as a facilitator and structuring partner rather than a content owner, ensuring coherence, clarity, and efficiency in how teams operate and collaborate.
Key Responsibilities
Support program coordinators in strengthening stakeholder management approaches. Develop and validate governance structures, including roles, mandates, and communication flows. Conduct risk analyses and support risk management practices within programs. Assist in workload analysis, prioritization, and task redistribution across teams. Support definition of team objectives and individual performance targets. Facilitate the creation of a team charter and improve team collaboration frameworks. Contribute to change management initiatives related to new ways of working. Ensure alignment between parallel program streams and promote coherent collaboration structures. Provide methodological support in project and program management frameworks. Required Skills & Experience Minimum 10 years of experience in the public sector. Proven experience leading and guiding projects (10+ years). Strong knowledge of project management methodologies (PMBOK, PRINCE2, or equivalent). Experience in HR-related processes and organizational management. Experience in mentoring or coaching leaders and teams. Strong understanding of governance, stakeholder management, and change management principles. Experience working in structured public or governmental environments. Dutch proficiency at CEFR C2 level. Preferred Experience Experience in the Flemish public administration. Experience in local government or public institutions. Experience in organizational development and team structuring. Experience with integrity-focused or value-driven organizational frameworks. Strong skills in facilitation and collaborative communication. Work Environment Part-time assignment (10% allocation). On-site presence required in Brussels (Grasmarkt). Collaborative environment focused on improving organizational quality and governance structures. Non-operational role focused on methodology, structure, and team effectiveness rather than content delivery.
