DE JOB
Als jurist gespecialiseerd in publiek en economisch recht, adviseer je de organisatie over juridische kwesties en stel je juridische oplossingen voor. Je ziet erop toe dat de wettelijke procedures worden gevolgd en nageleefd teneinde ervoor te zorgen dat de organisatie in overeenstemming met het geldende wetgevende en juridische kader handelt. Aan je functie zijn de volgende resultaatsgebieden verbonden:
Je formuleert juridische adviezen in het domein van het economisch bestuursrecht, met name in het kader van de wet van 21/03/1991 betreffende de hervorming van bepaalde economische overheidsbedrijven, het recht inzake overheidsfinanciën, de wet inzake (de gunning en uitvoering) van overheidsopdrachten, enz. Je analyseert contracten met publieke of private instanties in de bovengenoemde gebieden, stelt ze op en onderhandelt erover. Je ziet toe op de wettelijkheid van openbare aanbestedingsprocedures en helpt de dienst Procurement bij het opstellen van de verschillende benodigde documenten (met name bestekken, selectie- en gunningsbeslissingen). Je assisteert de operationele diensten bij geschillen met opdrachtnemers tijdens de uitvoering van overheidsopdrachten. Je doet aanbevelingen over de te volgen strategie, in situaties waar meerdere opties mogelijk zijn. Je geeft advies over de wettelijkheid van beslissingen die worden voorgelegd aan de relevante beslissingsorganen om het management te helpen bij het nemen van beslissingen. Je blijft voortdurend op de hoogte van de evoluties en ontwikkelingen binnen je eigen domein, je ontwikkelt kennis met betrekking tot de activiteiten van je eigen entiteit en hebt aandacht voor alle relevante informatie teneinde een dienstverlening te verzekeren die permanent gebaseerd is op geactualiseerde kennis en te anticiperen op marktontwikkelingen. Je neemt deel aan vergaderingen waar publieke of private entiteiten aanwezig kunnen zijn en je verdedigt er de belangen van Infrabel.Het gaat om een functie van het niveau van Rang 3, en van klasse 6 volgens het New Reward Plan (NRP).
JOUW PROFIEL
Je hebt een Masterdiploma in de rechten. Je hebt ten minste 5 jaar ervaring als advocaat of jurist met een specialisatie in economisch bestuursrecht. Ervaring in een autonoom overheidsbedrijf is een pluspunt. Je bent in staat zelfstandig te werken, maar bent ook een teamplayer. Je hebt een goede kennis van het Nederlands. Je hebt uitstekende communicatieve vaardigheden, zowel schriftelijk als mondeling, en kunt communiceren met verschillende doelgroepen. Je begrijpt het belang van een goede samenwerking en streeft ernaar deze te bewerkstelligen met de collega's in je eigen team en met de collega's van de interne diensten. Je beheert je dossiers proactief en toont initiatief. Je bent pragmatisch, oplossingsgericht, nauwkeurig en precies.
