L’UNICEF est le Fonds des Nations unies pour l’enfance, la plus grande organisation consacrée aux enfants et au respect de leurs droits dans le monde.

L’UNICEF (en Belgique comme partout ailleurs) a pour mission de faire respecter ces droits et de contribuer à leur mise en œuvre.

Afin de renforcer son équipe plaidoyer, nous sommes à la recherche d’un.e Advocacy Officer qui aura pour mission de contribuer au plaidoyer en faveur des droits de l’enfant en Belgique, en collaboration avec les partenaires gouvernementaux et non-gouvernementaux.
Vous rapportez au Manager Advocacy et vous faites partie d’une équipe de collègues engagés et enthousiastes qui se dédient chaque jour aux droits de l'enfant.
DESCRIPTION DE FONCTION ET RESPONSABILITÉS :
Vous êtes responsable du travail de plaidoyer relatif aux droits de l’enfant au sein d’UNICEF Belgique et plus particulièrement du plaidoyer relatif à la mise en œuvre des droits de l’enfant en Belgique, en collaboration avec nos partenaires gouvernementaux et non-gouvernementaux. Vous soutenez le plaidoyer relatif à la santé mentale des enfants et vous soutenez également vos collègues dans d’autres thématiques stratégiques, notamment celles relatives au climat, à la pauvreté et au monitoring des droits de l’enfant en Belgique et au niveau international Vous assurez le suivi de l'application des droits de l'enfant dans la législation belge ainsi que le suivi des Observations finales du Comité des droits de l’enfant adressées à la Belgique. Plus généralement, l’Advocacy Officer participe activement à la mise en œuvre de la stratégie d’UNICEF Belgique et réalise ses activités de manière autonome en fonction des objectifs de son service ou de ses projets.CONTENU DE LA FONCTION ET RESPONSABILITÉS :
En tant qu’Advocacy officer, vous initiez et entretenez des contacts avec les parties prenantes liées à la mise en œuvre des droits de l’enfant: les administrations, les parlementaires, les cabinets, les coupoles d’ONG, etc. Plus largement, vous entretenez des contacts avec les parties prenantes autour des droits de l’enfant en général. Vous suivez l’actualité politique et juridique s’y rapportant et vous détectez les opportunités et les défis pour faire avancer les droits de l’enfant en construisant une argumentation basée sur des données. Vous participez aux réunions d'équipe au sein de votre département. En plus de contacts internes, vous identifiez, sélectionnez et ancrez les contacts externes de manière autonome, en ce qui concerne le respect des droits de l’enfant en Belgique. Vous réalisez des notes, travaux rédactionnels et rapports relatifs aux droits de l’enfant pour soutenir les acteurs gouvernementaux et non-gouvernementaux. Vous rédigez des notes de conseils et vous faites des présentations, ceci tant au niveau interne qu'externe. Dans un cadre convenu, vous représentez l'UNICEF au sein de divers organes et plateformes consultatifs gouvernementaux et non-gouvernementaux. Vous participez à la mise en œuvre du plan stratégique commun et des plans d'action du département Advocacy. Vous veillez au suivi des indicateurs de performance clés (KPI) et au budget qui vous est confié. Responsable pour les KPI, le budget et le timing pour ses projets Gewenst profielVOTRE PROFIL :
Être universitaire ou avoir un niveau d’expérience équivalent. Une formation en sciences politiques, relations internationales ou droit ainsi qu’une bonne connaissance du paysage institutionnel belge et international sont des atouts importants. Avoir une bonne connaissance du paysage institutionnel belge et des mécanismes de mise en œuvre des droits de l’enfant au niveau national et international. Avoir une affinité avec le cadre de référence de la Convention relative aux droits de l’enfant et des mécanismes de contrôle de la Convention. Avoir des compétences en matière de communication, tant à l'oral qu'à l'écrit. Savoir travailler de manière indépendante, en équipe et en réseau. Avoir une bonne capacité de résistance au stress. Avoir une personnalité engagée, dynamique et désireuse d'apprendre. Être francophone ou néerlandophone. Avoir une bonne connaissance (active) de l’autre langue nationale (pour échanger information avec les collègues et interagir avec différentes plateformes et responsables politiques). Avoir une bonne connaissance de l’anglais. Ne pas être engagé ou avoir d’activités en cours dans un parti politique. Être domicilié en Belgique.VOS EXPERIENCES ET COMPETENCES :
Vous êtes quelqu’un d’engagé pour les droits de l’enfant et vous avez une bonne connaissance du paysage institutionnel belge et des mécanismes de mise en œuvre des droits de l’enfant. Vous avez une expérience de 1 à 2 années en plaidoyer ou dans un des secteurs liés aux droits de l’enfant, aux droits humains, à la coopération, à la recherche. Les éléments suivants constituent une valeur ajoutée pour l’exécution de cette fonction : expérience du monde enfants ; expérience dans les besoins et l'encadrement des enfants en situation de vulnérabilité.
