**Organizational Context and Scope**
Under the overall supervision of the Regional Director (RD) in the Regional Office in Vienna (ROV) for Europe and Central Asia, and in collaboration with relevant Units at Headquarters (HQ) and Administrative Centers in Manila and Panama City, the Senior Sub-Regional Resources Management Officer will report directly to the Sub-Regional Director and closely work and coordinate with the SRRMO in ROV. The Senior Sub-Regional Resources Management Officer will oversee and guide financial, human resources, and administrative functions for the Country Offices (COs) within the EEA Sub-Region. The Senior Sub-Regional Resources Management Officer will act as the functional manager for RMOs in 27 COs under the SRO’s supervision, advise CoMs/HoOs on management issues, provide financial oversight for sub-regional projects, and oversee the resources management functions of the SRO and EU Global Office.
RESPONSIBILITIES
Participate in the development and implementation of short—and long-term management objectives and goals and provide advice on management-related issues.
- Coordinate the SRO’s annual budget submission and control spending to ensure that costs are contained within approved allocations.
- Monitor and oversee the financial management of IOM COs in the EEA Region, including the oversight of financial expenditure and accountability.
- Serve as the functional manager for the Resources Management Officers in 27 Country Offices within the SRO space.
- Provide financial oversight for the management of the sub-regionally managed projectsand the global EU Resettlement portfolio of the organization.
- Provide guidance to CoMs/HoOs and strengthen the institutional position in the advocacy and negotiations with regard to managing shared management funds.
- Lead discussions and provide guidance on the contractual conditions linked to managing projects in the Country Offices.
- Work with the CoMs/HoOs to evaluate workforce planning, resource forecasting, and acquisition as part of the talent management for the Sub-Region.
- Track and monitor gender balance regional statistics, planning for gender target achievements and assisting Chief of Missions (CoMs)/Heads of Office (HoOs) in the implementation of IOM’s Gender Policy.
- Review and assess budgets contained in proposals as part of the project endorsement process with a view to seeking adequate coverage of shared staff and office costs, and provide a risk assessment and recommendation for mitigation where necessary.
- Provide financial evaluations of projects in the Region, oversee budget control processes for projects and overall CO budgets, and analyze variances between budget and actual expenditure with a view of timely corrective action.
- Oversee the preparation of donor financial reports in accordance with IOM regulations and established procedures and support EEA missions in the orderly conduct of project audits/verifications.
- Monitor the implementation of internal controls to prevent fraud and mismanagement and undertake visits to the COs under the responsibility of the SRO and check the application of the internal controls. Act as a bank signatory for small COs to allow for segregation of duties.
- Produce instructions and procedures to complement or adapt the general instructions of IOM, taking into consideration the volume of activities, staffing, and the constraints and specific needs of the COs, namely in general administration, finance, and Human Resources (HR).
- Oversee the HR administration in the EEA COs; oversee the HR functions and assure that policies, rules, and regulations are followed.
- Provide first-line support, guidance, and training to Resource Management Officers (RMOs) or equivalent in the Sub-Region with respect to IOM's policies and procedures relating to administrative, financial, HR, relevant ERP, Information Technology (IT), and procurement matters.
- Supervise the resource management staff in the SRO.
- Coordinate CO requests for changes to the “Personnel Establishment” prior to submitting to Human Resources Advisory Services (HRAS) for final approval.
- Provide safety/security oversight to the COs in coordination with UNDSS, addressing safety and security management of IOM staff.
- Perform such other duties as may be assigned.
**QUALIFICATIONS
Required Qualifications and Experience**
**Education**
- Master’s degree, preferably in Finance, Accounting, Public Administration, Business Administration, or a related field from an accredited academic institution with seven years of relevant experience; or,
- University degree in the above fields with nine years of relevant professional experience.
Accredited Universities are those listed in the UNESCO World Higher Education Database .
**Experience**
- Work experience in strategic/technical advisory and coordination;
- Experience in liaising with national, regional, and international institutions, especially those responsible for the distribution of EU funds;
- Experience in financial management, accounting, and budgeting;
- Proven experience in effectively managing a team;
- Experience and very good knowledge and experience in human resources administration and management, IOM's financial management policies and procedures, and internal control assessments;
- Thorough experience in relevant ERP financials and HR systems; and,
- Experience with and substantive knowledge of European Union financial eligibility rules and procedures.
**Languages**
All IOM staff members in all categories are required to be fluent in one of the IOM's official languages (English, French, Spanish).
For this position, fluency in English is required (oral and written).
Working knowledge of another official UN language (Arabic, Chinese, French, Russian, and Spanish) is an advantage.
