Job description • Create business and technical architecture models that reflect the organization's strategies within the matters covered by the Central Monitoring and Reporting (CMR) component of EESSI • Develop the IT solution following the directions of the Project Manager and the guidance of the Business Analysts • Provide guidance to other developers in the team and to the Testers • Provide overall support to the CMR solution developed in the context of EESSI • Participate in the preparation and performance of events aimed at providing information to stakeholders internal and external to the Commission • Integrate the project and program strategies and ensure alignment with business strategies and drivers, and management priorities • Report to the hierarchy of the IT unit and participate in the reporting to the Business unit • Identify ways to reduce costs in IT and business leadership • Evaluate systems for discrepancies or vulnerabilities • Conduct research to find ways to improve operations • Provide business architecture and systems processing guidance • Create and implement a business vision and participate in the creation of a multi-year plan • Implement the applications based on the architecture Following skills and knowledge are required for the performance of the above listed tasks: • Self-motivated and autonomous, with ability to manage and follow up on multiple tasks simultaneously • Strong analytical skills, ability to approach problems from multiple angles and find creative solutions • Proven capacity to analyse complex information, to consider options in a clear and structured way, to propose and implement recommendations and to make sound decisions • Ability to work effectively both with team members and with customers • Ability to work under pressure and with tight deadlines, to make timely decisions, to reprioritize tasks responding to changes in a rapidly evolving work environment • Creation and maintenance of Enterprise Data Warehouses (EDW) and complex Business Intelligence Solutions (Data Lakes / Data Lakehouses). • Creation and maintenance of data pipelines and foundational datasets to support analytics, modelling, experimentation, and product/business needs • Design and build database architectures with massive and complex data, balancing ergonomic benefits with computational load and cost • Close collaboration with data science, engineering, and devsecops teams to improve the coverage, accuracy, and reliability of instrumentation and monitoring • Creation of scalable dashboards and reports, in particular using POWER BI, to support business objectives and enable data-driven decision making • Designing architectures mostly on the cloud, in particular on Azure, but potentially also on premises (whether hosting or cloud on-premises) or combination of both (hybrid)• Designing ETL processes, using tools in accordance with the corporate catalog and in particular Microsoft Synapse. • Design and development of reporting applications • Logical and Physical DB design • DB performance analysis, in collaboration with our DevSecOps team • Design of data quality and performance monitoring processes • Writing technical documentation, such as architecture overview and technical specifications • Assistance to DevSecOps team with the deployment and configuration of the system. • Participation in meetings with other project teams, including the stakeholders in the business units • Gathering business requirements • Very good knowledge of Java • Very good knowledge of J2EE • Very good knowledge of REST • Very good knowledge of SPRING • Very good knowledge of Apache Maven • Very good knowledge of AS4 communication protocol • Very good knowledge of Scrum and agile methodology • Very good knowledge of UML • Very good knowledge of XML and XSD • Very good knowledge of HTML • Very good knowledge of Postgresql • Very good knowledge of Docker and containerisation technology • Very good knowledge of GIT Following specific expertise is mandatory for the performance of tasks: Excellent knowledge of designing ETL / data pipelines using Microsoft Synapse. Minimum 3 years of hands-on experience with similar products of the market. A Certification on Microsoft Synapse, for example Microsoft Azure Date Engineer Associate would be considered an asset. Excellent knowledge of data warehouse / data lake and data lakehouse design Excellent knowledge of relational database systems applied to data warehouse Strong knowledge of non-relational database technologies, in particular, specific knowledge of vector database used to store embeddings in the context of AI-based solutions (e.g. RAG) is considered an asset. Excellent knowledge of access rights management in datawarehouse/data lake. In particular, segregation of access at row level based on user roles. Excellent knowledge of SQL Very good knowledge of Python and Apache Spark. Knowledge of R would be considered an asset. Excellent knowledge of business intelligence reporting tools. Specific knowledge of Microsoft Power BI would be considered an asset. Good knowledge of cloud-based design. Knowledge of Microsoft Azure would be considered an asset. Excellent knowledge of online analytical data processing (OLAP) and data mining tools.
