For one of our customers in Zaventem, TTR is looking for a ICT Technical Lead Start: ASAP Duration:12 months + Remote policy: 2 days remote/3 days on site Dutch + English (French nice to have) Location: Brussels Daily Rate: €650 Mission The ICT Technical Lead is a senior role within an ICT team that combines technical expertise with managerial leadership skills. He/She is responsible for overseeing the planning, execution, and delivery of the ICT tracks in major PMO projects and programmes – meaning projects exceeding €2.5mio (up to >€100mio) and usually spanning several years, with extensive or complex ICT tracks. This role combines strong project management expertise with technical knowledge to manage project scope, timelines, budgets, and risks. The ICT Technical Lead provides guidance and ensures adherence to best practices and technical requirements throughout the project lifecycle. Acting as a key liaison between the senior project manager/program manager and technical teams, as well as senior ICT management the role ensures clear communication, efficient resource coordination, and smooth integration of technical solutions. In addition to project delivery, the ICT Technical Lead understands the ICT organization to such an extent that he/she is able to mentor and support development teams, facilitate cross-functional collaboration, and drive continuous improvement in project and technical execution. The role requires proficiency in different methodologies, hands-on experience with relevant ICT project management tools and platforms, and an understanding of standard ICT processes and delivery cycles. Strong leadership, analytical thinking, and communication skills are essential to support decision-making and deliver the right ICT solutions, as part of key airport projects. Key roles and responsibilities 1. Management of the major and/or complex ICT tracks of the customers key strategic projects/programs. Translating project proposals and business cases into concrete project deliverables, based on business forecasts, market analysis, aviation strategy, and master plan. This translation must always fit within the broader framework and long-term vision of the organization. Preparing and presenting investment proposals to senior management and the Management Committee Delivering projects within agreed timing, cost, allocated resources, scope, and quality standards. Acting as an interface for product, project, customer, and information flow Monitoring and adjusting projects to increase efficiency and acceptance, reduce risks, identify changes, and propose alternative solutions The ICT Technical Lead is also responsible for managing any external ICT partners in the project. Here he/she is responsible for steering the group dynamics within the project team. The ICT Technical Lead is responsible for the ICT allocated project budget. In line with this, he/she is responsible for the coordination of the business case and the sensitivity monitoring in all phases of the project/program. The financial status of the project must always be accurately represented in the master data and must be reported at least monthly to the project sponsors. Following up, reporting, and realizing the project and/or program objectives and their progress Ensuring that all projects are aligned and helping to achieve the ultimate goal Implementing changes at all levels of the company, thereby improving the organization in the long term The ICT Technical Lead ensures stakeholder management for the complete ICT scope of the project/program (70%)2. Ensures the availability of ICT project charters, including detailed planning as well as the approach to move the project deliverables into sustainable "run" activities (incl. budget planning) (15%)3. Actively contributes to improvement of both PMO and ICT ways of working throughout the project lifecycle (10%)4. The ICT Technical Lead acts as an ambassador of project management processes, and coaches less experienced colleagues to adopt the standard practices (5%) Financial responsibilities Responsible for the ICT elements of project capex budgets approx. €1-2mio/year Responsible for the financial assessment of the ICT recurring 'run' costs (opex) post project delivery Success factors Project delivery in line with scope, time and budget Achieving internal (cross-departmental and hierarchical) consensus Adaptability and problem-solving ability in a changing context Quality of project presentations and governance documentation for approval on all levels Focus on customer satisfaction (both internal and external) Benefits management (post-project evaluation and transition to "run") Job requirements and qualifications Minimum experience: 10-12 years, of which at least 5 years in project/program management with a focus on ICT implementations Proven experience with prioritization in complex environments, management reporting, communication, cross-departmental mechanisms, process improvement. Language skills: fluent in Dutch and/or French + English (advanced level, spoken as well as written) Required certificates: relevant but not required – PMP, PRINCE2, ITIL Functional knowledge Extensive experience with project management methodologies and reporting Experience with (public) tendering and contract creation Knowledge of IT governance frameworks and best practices Finance & business economics Good knowledge of Microsoft Office tools (Excel, Powerpoint, MS Project, Word, ..) Knowledge of the activities of other departments Understanding of the technological, partner ecosystem of ICT department Leadership The role requires non-hierarchical leadership skills, as the role requires working with different structural and ad hoc teams, while remaining in the lead of initiatives The ICT TL is responsible for the ICT project track and leads it from start to finish. Guiding, motivating, and coaching the team, typically a multidisciplinary project team, without taking on the hierarchical people management responsibilities. The ICT TL will assign tasks to the project members and is responsible for achieving internal and external consensus around the project. The ICT TL masters the following techniques: - situational leadership - project management - people management Problem solving The role of ICT TL requires problem-solving thinking for complex issues situated in multiple fields (financially, technical, organisational). The ICT TL must be able to draw correct conclusions for the project based on a wealth of information. He/She harmonizes diverse objectives. He/She coordinates various activities and cross-departmental teams. The ICT TL must be able to deliver under pressure (both internally and externally, in terms of time and interests). The ICT TL must be able to create and maintain a helicopter overview, translate strategic objectives into workable solutions. It is crucial that the ICT TL can deal with change and shifting goals and can also lead change processes (change management & moving targets) Nature of impact The ICT TL provides direct input for business decisions. The ICT TL is responsible for delivering the project within time, budget, and scope. Reporting to senior management and executives. Contributing to decision-making by proposing alternatives, creative solutions to problems both in the short and long term (strategic thinking). Influencing other internal departments. Influencing and negotiating with external parties (e.g., technology vendors, airlines,...) Business expertise The ICT TL not only needs a thorough understanding of customer and its departments but also of the functioning of the airport and the airport community (e.g., airlines, handling companies). This involves all aspects such as business drivers, processes, infrastructure, regulations, etc. Additionally, it is also crucial to have knowledge of the operation of the airport within a broader economic context, such as the positioning of the airport in relation to the market and competition, and a thorough understanding of the license and regulation. Crucially, the ICT TL must be able to obtain a helicopter view of the entire operation of the airport without needing detailed knowledge of all components. The ICT TL typically leads the cross-functional team in a matrix structure (influence on the agenda, objectives, planning, budget of others). Indirect impact on senior management for strategic decisions. Influencing external partners.
