Project Context Since 2017, the Fines Platform has been responsible for coordinating the organizational and digital processes of the Justice system. This program leads digitization projects that contribute to better enforcement of (monetary) sentences and to reducing the administrative workload of the Justice system, the police, and other partners in the criminal justice (financial) chain. The mission of the fines platform encompasses the active launch of new projects, the monitoring and management of ongoing projects, and the overall coordination of projects as a whole. The main objectives of the fines platform are as follows: speed up the processing of fines; reduce the workload of actors in the criminal justice system by adopting a chain approach; digitize information processing; improve the financial execution of sentences; to improve public service. Within the context of the digitalization of the justice system, improving and, above all, clarifying communication with citizens also constitutes a major challenge. Indeed, the justice system is a service provider to citizens and society; the accessibility of these services is therefore essential to strengthening citizens' trust in the justice system and guaranteeing greater legitimacy for the justice system and its societal role. 2. Project Objective The Federal Public Service Justice launched the Fines Platform project in 2017. Its origins lie in a European directive aimed at reducing the number of deaths, injuries, and property damage by imposing consistent penalties for traffic offenses within the European Union. The Fines Platform has completely streamlined the immediate collection and settlement process for traffic fines and correctional fines, primarily through standardization and digitalization. Since 2021, numerous initiatives have also been undertaken by both federal and regional authorities in the area of road traffic. These initiatives are leading to a continuous increase in the number of traffic fines and new types of fines managed by the platform. In addition, work will be done to support the execution of the sentence, with particular emphasis on the financial execution of the sentence, the main mission. You will be working more specifically on the following projects. JustFines is a customized ICT service designed for the Belgian Road Safety Prosecutor's Office (PSR) – tailored to the needs of a primarily automated fine processing system. It is integrated with the fines platform, which is responsible for processing, sending, and collecting fines. The goal is to develop a new case management system for the automated processing of traffic fines in Belgium – from immediate collection to enforcement via the Federal Public Service Finance (FPS Finance). Project 67ter This project combats, in the most automated way possible, the impunity enjoyed by legal entities with an official address in Belgium that, in accordance with Article 67ter, fail to identify the actual driver in the event of a traffic violation. Standardizing prosecutions across all Belgian public prosecutor's offices will increase the identification rate, ultimately enabling the prosecution of repeat offenders. In the meantime, the components/modules and functionalities that enable the handling of an infringement of Article 67ter are part of what we call the JustFine ecosystem. Additional products are being added to this ecosystem on a project basis. The project is deployed using a hybrid agile/waterfall approach. Within this framework, the aforementioned phases are carried out cyclically for the different versions of JustFine. Incoming Foreign Certificates : This project extends the components/modules and functionalities for processing incoming foreign certificates. These certificates are intended for Belgians who have committed a traffic or criminal offense abroad and who could not be contacted by the foreign authorities to process the offense. It therefore involves processing foreign traffic fines for Belgians who have committed an offense abroad, in accordance with the European directive on the mutual recognition of financial penalties. Outgoing Foreign Certificates also concerns the processing of fines, but this time Belgian road traffic fines imposed on foreign offenders, with the offences being transmitted to the Member State of residence of the offender. This project extends the components/modules and functionalities of the PSR's JustFine cluster for processing outgoing foreign certificates. These certificates concern individuals residing in the European Union who have committed a traffic or criminal offense in Belgium and who could not be contacted by the Belgian authorities to process the offense. These projects strengthen both Belgian road safety and European cooperation, increase the likelihood of catching perpetrators, and reduce the administrative workload through automation and intelligent data exchange. Legal provisions and other requirements of the public prosecutor's office must be taken into account in this regard. 3. Profile Description As a Junior Scrum Master, you will support several Agile teams in applying the Scrum methodology and help them work more efficiently and autonomously. You will ensure that the team understands, applies, and continuously improves Agile principles. Although you are still at the beginning of your career (0-5 years of experience), you have a good understanding of Agile methodologies and demonstrate a thirst for learning, structure and a strong team spirit. 4. Responsibilities Facilitation of the Scrum process Support the team by following Scrum rituals: sprint planning, daily stand-up meeting, sprint review and retrospective. Help create and maintain the sprint backlog and monitor sprint goals. Encourage transparency and collaboration within the team Managing obstacles Detect and eliminate obstacles that hinder the team's progress Escalate structural problems to the appropriate people (Product Owner, project management, etc.). Supporting team members in finding pragmatic solutions Strengthening team cohesion and communication Create a safe and open atmosphere within the team Stimulate collaboration, engagement and continuous improvement Contribute to establishing constructive communication between team members and stakeholders Supporting the Product Owner Contribute to the management and refinement of the product backlog Helping to focus on value creation and priorities Supporting stakeholder communication and demonstration preparation Promoting an Agile mindset To act as an ambassador for Agile principles within the organization Actively participate in communities of practice or Agile consultation groups Learning and contributing to the maturity of Agile within the team and the SPF 5. Requirements Bachelor's or Master's degree 0 to 5 years of experience as a Scrum Master or in an Agile team environment Knowledge of Agile frameworks such as Scrum and Kanban Basic knowledge of tools such as Jira, Confluence, Microsoft Teams, Azure DevOps. Fluent in Dutch and with a good knowledge of French Full-time availability Communicative, eager to learn, team-oriented and solution-focused Prior experience in the public sector is an asset, but not essential.
