Renowned for our technical know-how and diverse expertise, we deliver solutions in procurement performance, innovation funding, and energy & environmental transition.Position: Public Buyer / Public Procurement ConsultantAs a Public Buyer, you will manage end-to-end procurement processes within the public sector, ensuring all activities comply with applicable public procurement laws and regulations. You will collaborate with various stakeholders, launch competitive tendering processes, and secure contracts that guarantee operational continuity.As a consultant, you will take ownership of a portfolio of contracts where you ensure continuity, perform thorough market analysis, and increase contract coverage by integrating spot-buy items into formal specifications.Key ResponsibilitiesPublic Procurement & TenderingPrepare, publish, and manage public tenders in accordance with public procurement laws (including special sectors legislation).Choose the appropriate procurement procedure and prepare tender documents (specifications, RFQs, selection criteria).Conduct market consultations and ensure competitive sourcing.Analyze supplier bids, compare quotations, and lead negotiations.Make well-founded decisions based on Total Cost of Ownership (TCO).Contract & Supplier ManagementManage contract continuity for your assigned portfolio.Select, evaluate, and negotiate with suppliers.Monitor contract execution, supplier performance, and compliance.Include currently "spot-buy" items into structured contracts to increase contract coverage.Operational & Strategic ContributionAnalyze technical specifications and inventory needs in collaboration with internal engineering/technical teams.Prepare contract extensions, amendments, and additional spend requests.Present procurement files to the appropriate approval authorities.Ensure risk management and compliance throughout the entire procurement cycle.Guarantee secure supply of critical spare parts for operational continuity.Stakeholder ManagementCollaborate closely with internal clients, technical departments, and suppliers.Translate business requirements into effective procurement strategies.Provide clear communication and documentation throughout all procurement phases.Candidate ProfileBachelor's or Master's degree in Economics, Law, Supply Chain, Engineering, or similar.Experience in public procurement or strong knowledge of public procurement legislation.Excellent analytical and organizational skills.Strong communication skills, both written and verbal.Fluent in Dutch and/or French and EnglishProactive mindset with strong problem-solving abilities.Ability to manage multiple files in a complex, high-volume procurement environment.What We OfferWe don't just offer a job – we offer a career path.
