1. SUMMARY

The Innovation, Hybrid and Cyber (IHC) Division provides a coordinated approach for NATO to the emerging security challenges of the 21st Century. It serves as NATO HQ’s focal point for policy development on issues linked to innovation and Emerging and Disruptive Technologies (EDTs), Data and Artificial Intelligence (AI) Policy, cyber, hybrid, energy security, security of critical undersea infrastructure, as well as the impact of climate change on security.

The Division also promotes security cooperation on these challenges through a variety of different programmes, with Allies and with partner nations, as well as with industry, academia and with other International Organisations (IO).

The Cyber and Hybrid Policy Section develops and articulates cyber and hybrid policy for NATO and monitors related issues across the Alliance.

The incumbent is embedded in the Cyber and Hybrid Policy Section as Science for Peace & Security (SPS) Advisor and Programme Manager developing and managing multi-stakeholder practical cooperation projects and activities in the field of cyber defence, hybrid and related research projects.

2. QUALIFICATIONS AND EXPERIENCEESSENTIAL
  • Possess a university degree from an institute of recognised standing in a relevant field or equivalent qualification;
  • Have 5 years’ experience in policy development, management of projects and development of programmes;
  • Experience working in a multilateral environment or an environment with a variety of stakeholders from multi-cultural backgrounds;
  • Extensive experience in programme and grant management;
  • In-depth understanding of critical developments relating to cyber security, cyber defence, cyber threat analysis, and hybrid activities;
  • Conversant with the Alliance’s political and military consultative processes and key security policy issues on its agenda;
  • Possess the following minimum level of NATO’s official languages (English/French): V (“Advanced”) in one; II (“Elementary”) in the other;
  • Flexible to travel on a frequent basis.
DESIRABLE
  • A graduate degree (Masters or PhD) in cyber security, computer science, information technology, or related;
  • Excellent drafting skills and experience in preparing background and speaking notes for senior management;
  • Professional experience in similar work, with a focus on security policy and/or international relations, for a national administration or in an international environment, including working experience with academic communities and government institutions in NATO member and partner countries;
  • Knowledge of the scientific and academic community in a relevant field;
  • Knowledge of NATO institutional framework and procedures.
3. MAIN ACCOUNTABILITIESProject Management

Implement, deliver and review a variety of projects and provide technical and programmatic oversight for a portfolio of SPS activities in the field of cyber defence and hybrid, including monitoring technical and financial progress and evaluation mechanisms, aiming to enhance capacity building efforts in this field.

Policy Development

Contribute to policy development in relevant fields. Liaise and work closely with other sections to maintain a high level of awareness on policy areas, especially in the cyber/hybrid realm, but also in areas related to Innovation, Artificial Intelligence and Data Policy.

Expertise Development

Work with national delegations and Partner Nations, as well as other NATO bodies and experts to support the development of multi-stakeholder practical cooperation projects in the field of cyber defence.

Stakeholder Management

Maintain a network of contacts within NATO, Allies and Partner nations, other International Organisations, academia and research institutes in the field of cyber security to better develop and implement projects of common interest.

Knowledge Management

Ensure that all stakeholders are kept informed through the preparation of reports, minutes of meetings, briefings and organizations of special events.

Representation of the Organization

Represent SPS and the Cyber and Hybrid Policy team, at internal and external fora, such as conferences and symposia, as appropriate.

Financial Management

Manage financial resources for the ongoing and planned SPS activities including multi-year projects using available grant mechanisms.

4. INTERRELATIONSHIPS

This post has a double-reporting line. The incumbent reports functionally to the Head of the SPS and Programme Management and Coordination Unit on SPS-related project work and implementation, as well as to the Section Head for Cyber and Hybrid Policy with regard to policy guidance.

6. CONTRACT

Contract to be offered to the successful applicant (if non-seconded): Definite duration contract of three years; possibility of renewal for up to three years.
