Who are we?


The Foreign, Commonwealth & Development Office's (FCDO) diplomatic missions in Benelux are part of a world-wide network of 270 Diplomatic Posts, representing British political, economic and consular interests overseas.

We are looking for a
Regional Finance Manager for Europe.

Main purpose of job:


Within specific regions and areas the FCDO has outsourced the management of its UK buildings, and some overseas properties, to specialist facilities management (FM) companies.

These companies are responsible for providing services to staff, which includes cleaning (Sort FM), pest control, waste management, engineering services maintenance (Hard FM), minor new works and refurbishment projects, office moves and porterage and staff/family accommodation services including sourcing and move in move out services.

At Posts they also supply reception services and, in some locations, provide security guarding.

They are also tasked with ensuring that FCDO comply with health & safety requirements and full Key Performance Indicator reporting and contract compliance reporting.


The FCDO's Estate Operations Team (EOT) manages the outsourced contracts and acts as the Intelligent Client Function (ICF) and interface between the private FM companies and the FCDO.


The FM Europe region includes the following Posts:

Brussels, Luxembourg, The Hague, Amsterdam, Paris, Strasbourg, Marseille, Bordeaux, Lyon, Geneva, Berne, Dusseldorf, Munich, Warsaw, Bratislava, Budapest, Vienna, and Prague.

Support of Berlin PFI contract and the wider unit may also be required.

Roles and responsibilities:

FINANCIAL MANAGEMENT

  • Prepare monthly financial updates and forecasts with commentary to senior management for 21 Cost Centres.
  • Provide expert advice to Senior Managers on risks identified during the monthly financial reviews, providing solutions between the different options applicable within the existing policy to ensure Estate Operations' financial plan meet FCDO 1% target.
  • Preparation and submission of Project and Regional Reactive spent financial reporting. Monitor the referred budgets providing recommendations and alternatives to Senior Managers and Regional Contract Managers in case risks need to be mitigated.
  • Prepare journals for accrual and cost recharges.
  • Management of Application for Payment validation process (payment of invoices) in accordance with the contract.
  • Management of Property Occupancy Expenditures Treasury funding requirement.
  • Prepare reconciliation of cash books for 6 currencies.
  • Drive best quality/value/VFM within available funds.
  • Optimise overseas VAT recovery.

COMMERCIAL AND CONTRACT MANAGEMENT

  • Assess financial impact analysis on contract changes requests providing advice to the Commercial Manager.
  • Support Commercial team to conduct and complete Benchmarking exercises and Commercial Health Checks for FM contracts by providing analytical and performance reports to identify best practise and VFM.
  • Support operational delivery by contractors and suppliers across all outsourced Total FM services and FM project delivery within the Europe region.
  • Assist with the development of the FM forward maintenance plan and delivery of the works programme for the Europe region.

SYSTEM MANAGEMENT

  • Manage OneHisMajestyGovernment (OneHMG) Change Control process.
  • Support data maintenance of Estates Property Database
  • PlanOn.
  • Ensure P2P systems interface is operational.

STAKEHOLDER MANAGEMENT

  • Develop and maintain productive relations with FCDO colleagues at Posts and relevant Directorates & Departments, and representatives of the FM service provider.
  • Liaison with Key stakeholders; Corporate Services Centre, Finance Business Partners, OneHMG, Internal Audit and National Audit Office.
  • Attendance at monthly Governance meetings on an adhoc basis to provide advice in case of complex or conflicting issues relating to commercial financial matters.
  • Ensure that the requirements and needs of all stakeholders are identified, communicated and acted upon as appropriate giving due regard to correct processes and protocols.
  • Ensure that all supplier/customer/client expectations are properly managed.
Essential qualifications, skills and experience

  • Full professional proficiency in English, including excellent writing skills (written and spoken, minimum of C1 level for CEFR framework*);
  • CIMA/ACCA qualified, Business Administration, Accounting Degree, or similar;
  • At least 5 years regional financial management accounting experience;
  • Good IT Skills / Financial Modelling skills;
  • Good communication skills.
