**Friends of the Earth Europe (FoEE) campaigns at the heart of Europe for sustainable and just societies and for the protection of the environment. We are the largest grassroots environmental network in Europe, uniting 32 national organisations with thousands of local groups as part of Friends of the Earth International. We are looking for a Finance Manager to design and implement appropriate processes and systems compliant with legal and donor requirements, that ensure timely budgeting and financial management, including monitoring and analysis of expenditure, reporting and income projections, and audits.
The postholder is part of the operations team, together with the finance officer, grants manager, IT manager, office manager and fundraising coordinator.
The Head of Operations manages the team.This is an excellent opportunity to be part of an environmental justice NGO working at the European level and a vibrant European network.
**Description de la fonction**Key responsibilities:
- Timely and accurate budgeting
- Sound transaction management and recording processes
- Monitoring of financial expenditure and strategic forecasting
- Reporting
- Financial management compliant with legal and donor requirements
- Clean audit reports
- Design and implement effective budgeting models for teams and the entire organisation
- Ensure the annual budget is developed in compliance with donor requirements
- Develop and implement a transactions management and recording process to ensure accurate book keeping
- Develop and implement internal control mechanisms to ensure compliance with legal and audit requirements
- Ensure allocation of costs to projects and grants
- Liaise with the accountant
- Monitor income and expenditure and provide risk analysis
- Produce quarterly expenditure reports
- Produce forecasting reports, including strategic advice
- Ensure timely reporting of the annual operating grant
- Ensure the timely preparation and reporting of grants and project reports for FoEE and with partners together with the grant manager
- Keep track of and communicate regularly with the Head of Operations and Director on budgeting, forecasting and risk analysis
- Support the capacity building of members for participation in joint projects
- Ensure the timely preparation of audits of grants and project for FoEE, and with partners, together with the grant manager
- Ensure the statutory audit
**Requirements for the role-holder: Essential
- Experience in accounting and budget management
- Experience in financial planning and analysis,
- Understanding of Belgian legal and accounting requirements
- Analytical and problem solving skills
- Oral and written communication skills in English and French
- Organisational skills to set up and manage processes, work to deadlines and prioritise workload
- Advanced excel skills
- Negotiation and interpersonal communication skills
- High attention to detail
- Experience in managing institutional grants for restricted funding and funding from foundations
- Experience in managing projects funded from European programmes
- Committed to FoEE's vision, mission and values
Desirable
- Oral and written communication skills in Dutch
- Previous experience of working with an environmental or civil society NGO
- Experience as a financial manager within an organisation of relevant scale and complexity
We offer:
We offer a salary between 3.529€ and 4.296€ gross, depending on a competency assessment. This salary has been calculated with the projected inflation increase relevant for FoEE. It will be adjusted in January 2023 according to the final percentage published by the Belgian government.
FoEE offers an attractive benefits package, including a 13th month salary, lunch vouchers, an additional 5 days of holidays per year, pension scheme, hospitalisation and comprehensive travel insurance.
