Engineering Technician

WHO MAY APPLY?

EU Nationals and NATO Nationals, excluding the US, who do not need a work permit or who possess an unlimited single permit to work in Belgium.

As an Engineering Technician, you will:

- Develop plans, specifications, material estimates, costs, and based upon established criteria, determine whether work will be accomplished by in-house forces or by contractor. such as interior and exterior electrical systems; facility structures; portions of water, gas, sewer, and other utility systems; sewage treatment plants, water plant, etc.

- Reviews Private Rental Housing (PRH) requirements and insures inclusion of requirements into Adequacy Standards. Monitors private rental market in order to make sure that appropriate housing matching with US standards is available for in-coming personnel. Visits PRH to verify compliance with Adequacy Standards.

- Review in-progress work and completed projects to determine whether specifications are adequate, such as for painting, floor refinishing or replacement, roof repair, electrical and plumbing repair, roads and grounds maintenance, etc.; that user requirements are met, and that work is compatible with existing facilities.

-- Makes frequent on-site engineering-oriented inspections of PRH to detect reasons of discrepancy, provides technical assistance to occupants, homeowners and contractors, explains the scope of work and answers any questions they may have. Conducts in-, pre out- and out-inspections of PRH, mediates between landlord-tenants in order to reach an amicable resolution of issues.

MINIMUM EDUCATION REQUIREMENT:

Education level 2 (High-secondary school) successfully completed in a trade or craft related to the position being filled such as "Dessinateur en construction" and "Technicien en construction et travaux publics"

IN ADDITION TO THE MINIMUM REQUIREMENT, AT THE BA-09, THE FOLLOWING SPECIALIZED IS REQUIRED:

Applicant must demonstrate at least one year of experience in a job-related field. To be creditable, experience must have been gained at a level that is equivalent to at least the second lower grade (BA-07).
Job-related experience must be directly related to the area of specialization of the position. Advanced journeyman trade and crafts experience that provides intensive knowledge of engineering principles, techniques, methods, and precedents is a prerequisite (for example, experience as a technician, instructor, inspector, or mechanic that shows progression in theorical and practical knowledge of the area of specialization (i.e. plumbing, electricity and carpentry)

SUBSTITUTION OF EDUCATION:

A Master degree (or equivalent) in the field of engineering successfully completed is qualifying at the BA-09 level. Examples of qualifying diplomas are "Ingenieur civil architecte", "Ingenieur civil des constructions", "Ingenieur civil electrician", "Ingenieur civil electromecanicien", "Ingenieur industriel-construction", "Ingenieur industriel-electricite" ou "Ingenieur industriel-electromecanique".

KNOWLEDGE, SKILLS AND ABILITIES:

Practical knowledge of a wide range of operating concepts, engineering methods, principles, practices and regulations involving significant government and contractor program obligations

Skill in using precision instruments, computer tools and software.

Knowledge of established procedures and requirements to use surveillance techniques for evaluating contract performance; to investigate customer complaints; and to prepare deficiency/recommendation reports.

Practical communication skill and willingness to participate in staffing recommendations and negotiate solutions to disputed recommendations

Belgian Driving License B

Ability to obtain and maintain a Government Driving License.

Travel for business may be required up to 5%

ORGANIZATION AND PLACE OF DUTY:

US Army in Belgium is an American government agency whose mission is to provide logistical and administrative support to the US personnel at NATO and SHAPE in Belgium.

DESCRIPTION OF THE OFFER:

- Permanent, full time (38 hours/week)

- Regular work schedule (Monday through Friday)

- Salary: From 4,732.47 EUR gross/month
