The Client, in partnership with Commission services and other stakeholders, provides high-quality corporate Business Solutions (Information Systems), common frameworks, and interoperable, reusable components enabling the successful implementation of the Commission's Digital Transformation and EU policies.
It builds, operates, and supports reusable solutions, promoting their use in information systems both in DIGIT and in the rest of the Commission.
The reusable solutions are either developed internally or based on open-source software, tailored to the needs of the European Commission.
The services provided by the unit related to reusable solutions, include operations, helpdesk, and training of the IT teams using those components.
On top of this, the unit will provide support to other IT teams in order to help integrate these tools or services into their information systems.
The latter will be a crucial activity to foster re-usability.The unit liaises with other units developing information systems, both in DIGIT and in the rest of the Commission, contributing to architectural and systems rationalization initiatives.
The end goal is to minimize the development cost of corporate and local systems, to standardize and harmonize as much as possible the architecture of information systems and reduce the overall cost of operation and maintenance of information systems.
One of the main programs is the Compass Corporate-Commission-wide workflow eco-system developed in close cooperation with RTD, AGRI, REGIO, and EMPL.
The target of the Compass Corporate eco-system is to facilitate the reuse of IT components, building blocks, corporate interfaces, and business processes.
This brings the focus on reusability, efficiency, interoperability, and on the corporate dimension.DESCRIPTION OF THE TASKS
The following tasks will be performed:
- Design, develop and maintain business features as Java micro/macro-services
- Design, and implement integration patterns in a JEE/HTTPsecured ecosystem
- Design, implement, and document business events to be produced on a corporate eventstreaming platform (Kafka) and consumed by any system from EC
- Configure the lifecycle of the microservices in a containerbased infrastructure
- Define and configure monitoring dashboards
- Define and configure the alerting policies for the operation team
- Assist the operation team to solve production issues linked to the developed services
- Defining the scope of testing within the context of each release/delivery
- The service provider will have to Implement build plans for JEE and Angular projects in a continuous integration tool (Bamboo, Jenkins, Gitlab)
- Implement deployment automation, infrastructure monitoring/alerting system
- Support and advice development teams at EC willing to adopt DevOps practices
- Document and provide training on the procedures in place
- Enhance automation level
- Prepare the future containerbased and cloudbased pipelines
- Defining and implementing the overall test approach, determining whether test phases will be automated, and selecting and implementing appropriate test tools
- Producing the overall test delivery plan defining the business and IT test deliverable milestones, test tasks, and activities
- Defining roles and responsibilities for the test team including specific responsibility for the production of all test deliverables
- Deploying and managing resources for testing
- Planning, deploying, and managing the testing effort for any given engagement
- Monitoring and reporting the status and progress of each test phase to different stakeholders and to agreed standards
- Owning and resolving issues around the technical solution delivered into the business test environment
- Ensuring effective issue escalation to senior management where there is a significant threat to the delivery
- Working within the overall project or program governance defined by the Project/Programme Manager and contributing to formal project reviews at appropriate points in the project lifecycle.
LEVEL OF EDUCATION
The minimum educational qualification corresponds to Level 6 of the European Qualification Framework which typically corresponds to a
bachelor's degree of 3 years.
