Note: For all Level-of-Effort and Completion-Type requests processed outside of the IWC Value Stream, and for which the contractor will not be reimbursed directly by OCIO for travel expenses, additional travel funding shall be allocated on a Not-to-exceed basis when the yearly Option is exercised.

Knowledge Management Programme for the International Staff

1) In July 2022 the Office of the Secretary General of NATO approved a Strategy for Information and Knowledge Management (IKM) for the International Staff (IS). The vision outlined in the Strategy is:

"... to enable information and knowledge to flow coherently and free of unnecessary barriers, empowering every member of the International Staff (IS) to leverage the Organization's accumulated intellectual capital when advancing the Alliance's mission and objectives."

2) Subsequently, in July 2023 the Office of the Secretary General approved an IKM Action Plan, which provides a roadmap for implementation of the information management (IM) aspects of the IKM strategy. As a next step, an action plan needs to be developed for implementing the knowledge management (KM) aspects of the IKM strategy.

3) The IKM strategy underlines the importance of knowledge management for decision-making at NATO HQ. In this context, the Strategy focuses on improving knowledge retention to enable knowledge sharing across the IS. The Information and Communication and Technology Management Directorate (ICTM) within the Executive Management (EM) Division, responsible for the implementation of the IKM Strategy is looking for a consultant to develop a KM action plan.

4) The objective of the consultancy is to develop an action plan with concrete timeframes and actions and a set of best practices, in line with the vision and objectives set out on the IKM strategy. The action plan should enable the IS to implement a comprehensive KM programme.

5) This engagement has to:

a) Paint a realistic and objective picture of the current KM landscape in the IS; "as is" from all angles (strategic alignment, governance, context and content, tools, processes and people);

b) Taking stock of existing KM activities;

c) Identify the gap between the "as is" and the "to be", and;

d) Recommend how to move forward on improving KM in by drafting a concrete action plan for implementation of a comprehensive knowledge management programme for the IS, including suggestions for tangible projects to do this.

6) The duties and role of the consultant include:

a) Liaise with primary KM stakeholders in the IS including the ECT, IKM Network and IKM Competency Centre to create a KM needs assessment based on the pillars of the IS IKM Strategy and IS Divisional needs.

b) Facilitate the business process mapping of the main IS KM activities, with an emphasis on the KM needs identified in the needs assessment.

c) As part of the business process mapping exercise, facilitate a gap analysis between current KM activities within the IS and the desired end state outlined in the IKM Strategy, such as improving knowledge sharing and knowledge retention across IS divisions.

d) Hold a workshop or workshops with divisional KM practitioners and the IKM Competency Centre to identify solutions for bridging the gap between the current state of KM and the desired end state.

e) Draft a KM Action Plan, to be presented to the IS IKM Network, which identifies short, medium and long term actions that divisional IKM practitioners can subsequently refine and carry out to improve IS levels of KM maturity during the ensuing 6-to-24 month time period.

f) The Consultant's role and the focus of their work will be centered on a desired KM end state where KM duties and responsibilities are embedded in IS divisional workflows.

7) The Consultant should have extensive previous experience and expertise in the field of knowledge and information management, including the drafting of work plans, action plans and policy documents. The consultant should likewise be an experienced coach and workshop facilitator in the field of knowledge and change management. Previous work in knowledge management in an international organization is highly desirable as well as previous experience producing products such as business process maps, gap and risk analyses as well as action plans and KM policy documents for security-conscious organizations. Advanced knowledge of SharePoint and SharePoint-based tools is also highly desirable.

8) The Consultant shall complete the project by 15 October 2024.

9) Primary work will take place at NATO Headquarters (Boulevard Leopold III, 1110

Brussels, Belgium) and remotely. No travel is required for the role.

Requirements

The consultant must be in possession or capable of possessing a security clearance of NATO SECRET. The Consultant should have extensive previous experience and expertise in the field of knowledge and information management, including the drafting of work plans, action plans and policy documents. The consultant should likewise be an experienced coach and workshop facilitator in the field of knowledge and change management. Previous work in knowledge management in an international organization is highly desirable as well as previous experience producing products such as business process maps, gap and risk analyses as well as action plans and KM policy documents for security-conscious organizations. Advanced knowledge of SharePoint and SharePoint-based tools is also highly desirable.
