**The role: The NCIA's work spans multiple NATO and partner nations, and encounters the ever-evolving challenges of a customer-funded business model within a public body. As such, this role is most suitable for a highly efficient and versatile individual with diverse international experience.

Under the overall direction of the Legal Adviser, and under the supervision of a Principal Legal Counsel this role will be responsible for:

  • Preparing legal agreements (with NATO bodies, NATO nations, and nonNATO nations) texts, internal memoranda and other legal documents.
  • Analyzing, organizing, researching, and advising on materials and proceedings related to litigation, including procurement arbitrations and NATO Administrative Tribunal cases.
  • Analyzing and supporting advice on NATO regulations, the NCIO Charter, NATO policies and procedures
  • Drafting, and supporting senior counsel, materials for dispute resolution cases pertaining to employment disputes, fraud, disciplinary matters
  • Reviewing contract documents for legal sufficiency, appropriateness of clauses, and supporting senior counsel on related advice
  • Communicating with Agency and external stakeholders on daytoday legal matters
  • Conducting training and preparing legal guidance materials including training, handbooks, FAQs, on a broad range of legal matters (e.g. NATO rules, cybersecurity, data protection, NATO employment framework, intellectual property, acquisition).
  • Advising Agency stakeholders including Acquisition, HR, Chief Operating Office, among others
  • Analysing legal matters affecting the NCI Agency under international, national and host nation law e.g.

corporate, defence and international law topics, including:

procurement, arbitration, data protection, intellectual property rights, governance, privileges and immunities, employment, export licenses, tax, customs duty exemptions, operational law, and non-disclosure agreements.


  • Provide legal support in reviewing and negotiating nondisclosure and licensing agreements.
  • Ensuring effective organisation of legal office resource materials together with team members
  • Advising and supporting advice on administrative law in the context of an international organization;
  • Performing ad hoc tasks as required in accordance with office workload in a constantly evolving environment emphasizing effective prioritization, clear document/information management practices, and excellent stakeholder relations

  • A minimum requirement of a Bachelors degree at a nationally/certified University in a related discipline (such as Law)
Broad experience (at least 3 years) as a lawyer in the public or private sector handling a combination of issues such as:

technology / cybersecurity matters, data protection, contract and in-house corporate matters, administrative review proceedings, procurement, litigation/arbitration, and public international law.

A combination of solid legal experience with related corporate or government work experience will equally be considered

  • Excellent written and verbal advocacy skills including the ability to analyse complex questions quickly and draft succinctly
  • Demonstrated versatility in working on multiple matters at the same time and delivering support and advice efficiently within challenging time constraints
  • Demonstrated experience in the command of 'Legal English' to lead and improve Agency legal materials;
  • Ideally have knowledge of NATO structure, practices and procedures or equivalent knowledge of international organization rules related to employment, procurement, financial regulation, as well as privileges and immunities
