This position is in the Field Operations and Technical Cooperation Division (FOTCD) of the Office of the High Commissioner for Human Rights (OHCHR) and co-located in OHCHR's Regional Office for Europe in Brussels, Belgium.
The incumbent will report to the Chief of the Peace Missions Support Section (PMSS) under the direct supervision of the Unit Team Leader.
Responsibilities:
Within delegated authority, the Human Rights Officer will be responsible for the following duties:
- Reviews, monitors and evaluates activities by relevant EU entities related to peace and security matters in Africa, particularly in the Sahel Region, and their relevance for human rights, including from a gender perspective.
- Conducts substantive research and analysis of human rights issues/events and assesses their impact on the human rights situation in assigned region or country.
- Collects and analyses human rights data and indicators in country/region of assignment, including genderspecific data and indicators.
- Provides support to subcommissions, commissions and other bodies; prepares relevant human rights sections of reports for the Security Council, General Assembly, Human Rights Council inter alia, followsup on implementation of decisions rendered by policymaking bodies.
- Advocates for human rights issues, including their gender equality dimensions to be integrated into political, humanitarian and peace and security efforts and programmes by the EU and other partners, particularly in the Sahel regions. Defines work plan for area assigned in accordance with established terms of reference.
- Assists the G5 Sahel Joint Force to implement a framework to ensure compliance with human rights law and, international humanitarian law, with attention to gender perspectives.
- Represents UN human rights programme at working level meetings.
- Supports capacitybuilding efforts on human rights in region/country of assignment.
- Writes a variety of reports, communications, briefings, statements, etc., including to policymaking bodies on key developments within areas of remit.
- May provide guidance to new/junior staff.
- Performs other related duties as required.

EducationAdvanced university degree (Master's degree or equivalent) in law, political science, international relations, social sciences or related field.
A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
Work ExperienceA minimum of five years of progressively responsible experience in human rights, political affairs, international relations, law or related area is required.
Experience working with regional organizations on peace and security issues and programmes is desirable.Experience working with the European Union is desirable.
Experience in developing and implementing human rights policies and programmes for peace and security is desirable.
Languages
English and French are the working language of the United Nations. For this position, fluency in English and French (both oral and written) is required. Knowledge of any other UN language is desirable.
