Dans cette perspective, et en vue d'œuvrer à une ville plus agréable et durable, nous sommes régulièrement en quête de nouveaux collaborateurs.

Vous intégrez parking.brussels en tant que data manager, dans l'optique d'y développer la maîtrise et la gouvernance des données, et d'accompagner l'évolution digitale de l'entreprise. Pour ce faire, votre principale mission consistera à mettre en place et à animer un nouveau département dédié au management de la data, en prenant sous votre responsabilité et en renforçant l'Observatoire du Stationnement, actuellement hébergé par le département Etude & Planification.

RESPONSABILITES & TÂCHES (LISTE NON EXHAUSTIVES):

- Prendre en charge l'Observatoire du Stationnement, actuellement composé de 3 personnes, et faire évoluer celui-ci vers un nouveau département spécialisé dans le data management ;
- Identifier l'ensemble des besoins clients, internes & externes à parking.brussels, en termes d'accès à l'information chiffrée / géoréférencée, et du point de vue de l'utilisation de ces données ;
- Inscrire le data management dans une optique de gouvernance par la donnée, en visant notamment une alimentation continue et cohérente des différents organes de gouvernance, et en responsabilisant les métiers quant à cet objectif et à ses enjeux ;
- Œuvrer à la mise en place d'un référentiel unique en matière de données au sein de parking.brussels. A cet égard, accompagner notamment le développement en cours (IT) d'une solution de type Datawarehouse ;
- Superviser les opérations de production, monitoring et mise à disposition de données géoréférencées (geodata) ;
- Organiser et automatiser le traitement des données métier (localisation, collecte, extraction, intégration, tests, contrôles qualité, consolidation, enrichissement, production d'indicateurs...) ;
- Procéder à une documentation end-to-end des processus impliqués dans la mise à disposition de données ;
- Identifier et gérer les risques associés aux processus impliqués, et inscrire le management de la data dans le sens d'une minimisation de ces risques et dans une démarche qualité ;
- Garantir la conformité des processus impliqués aux prescriptions du RGPD ;
- Soutenir et renforcer le contact client quant à la mise à disposition d'informations chiffrées (analyses de faisabilité, SLA) ;
- Organiser les tâches ci-dessus selon les orientations fournies par le Contrat de Gestion de parking.brussels, et capitaliser à cet égard sur les apports récemment fournis par l'audit data et le plan d'entreprise ;
- Représenter parking.brussels dans votre domaine d'expertise, au sein de divers groupes de travail, comités, plateformes, réunions

**Profil**:
FORMATION:
Vous êtes titulaire d'un diplôme d'ingénieur civil ou d'un master en data management / data science, en sciences informatiques, en statistique ou en sciences exactes. Vous possédez un master en sciences de gestion ou management, ainsi qu'un diplôme complémentaire en data management / data science.

COMPETENCES TECHNIQUES:

- vous disposez d'une expérience professionnelle probante dans le domaine de la data (au moins 5 ans) et dans la gestion et le management d'équipe et de projets ;
- vous démontrez une expertise dans la gestion de données volumineuses, issues de sources multiples et corrélées ;
- vous êtes familier de la modélisation conceptuelle de données et de processus business ;
- vous avez une bonne maîtrise des méthodes et principes d'analyses statistiques, et disposez d'une connaissance des outils de reporting BI ;
- vous disposez du bagage technique suffisant pour interagir avec tous profils de compétence associés aux métiers de la data (data analyst, data scientist, expert GIS, géomaticien, data engineer, data architect). Ce bagage vous rend apte à encadrer, conseiller et recruter tout ou partie de ces profils ;
- vous avez une bonne connaissance des réglementations sur la protection des données ;
- vous disposez de notions en GIS, idéalement issues d'un logiciel en accès libre ;
- une expertise dans le domaine du stationnement ou de la mobilité, en particulier acquise en Région de Bruxelles-Capitale, ou un certificat de conseiller en mobilité (type CEMA) sont des atouts ;
- vous disposez d'une excellente communication orale et écrite, et faites preuve d'écout
