Summary:

The work schedule for this position is Full Time (38 hours per week)


Start date: Candidate must be able to begin working within a reasonable period of time (15 weeks) of receipt of agency authorization and/or clearances/certifications or their candidacy may end.

Duties

The incumbent maintains an extensive array of contacts, up to Director General and Head of Cabinet level. Attends high-level EU meetings, including European Council (heads of state/government), Council (ministerial), as well as Economic and Monetary Affairs (ECON) committee meetings at the European Parliament and other events in Brussels, participating as a diplomatic observer – usually alone – to observe and report on decisions and policy-making proceedings first hand. 


Analysis of EU financial services regulatory, macroeconomic, monetary, and competition policy


Incumbent provides analysis to senior Treasury and Mission officials on EU economic policy-making and financial markets. Incumbent writes regular and special analytical reports. Regular reports include: (a) bi-weekly reports providing details on on-going legislative developments and decisions in the areas of financial services and EU economic and monetary policy, key economic indicators, and identifies key upcoming milestones; (b) reports previewing the agenda and likely outcomes of the monthly Eurogroup and ECOFIN Council meetings; (c) reports on the outcomes of Eurogroup and ECOFIN meetings, of EP legislative votes and Council working group discussions; and (d) daily reports on European markets. Special reports — usually self-initiated, but sometimes tasked — include: real-time updates of particularly sensitive Council meetings or Leaders’ summits, and ad-hoc analytical summaries of particularly relevant legislative developments. Such reporting requires independent contact work and research. The incumbent also collaborates with Mission officers on analysis and reporting.


Advisory Functions


Incumbent brings key items to the attention of the U.S. Treasury Representative, and advises him/her on EU decision-making and on developments in the Commission, Member States, Council and the European Parliament. Incumbent analyses how they bear on U.S. policy, and recommends strategy on approaching EU contacts on particular issues. Supports U.S. Treasury Attaché in his/her role in advising the Secretary of the U.S. Treasury and other senior Treasury officials.


Representation Function 


Incumbent assistants the Treasury Department in Europe, including on frequent TDYs to London as well as in the Brussels permanent duty station.


Management duties 


Supports the U.S. Treasury Attaché in the management of the USEU/Treasury LES administrative assistant assigned to the USEU/Treasury unit. Coordinates the assistant’s work and provides guidance to ensure he/she meets the objectives assigned to him/her.

Qualifications and Evaluations

Requirements:

EXPERIENCE: Minimum 5 years of experience working at an EU institution or for an organization that deals regularly with EU economic, business or regulatory policy issues.


JOB KNOWLEDGE:A thorough and complete understanding of the structure, organization and complexities of the European Commission, European Parliament, and other EU institutions, with particular emphasis on the single market and the development and implementation of EU regulations. Thorough knowledge of modern economic and political economy principles and theory. Thorough knowledge of the European economy, economic and regulatory structure and institutions.Thorough knowledge of identified policy areas, and familiarity with other high profile issues on transatlantic economic agenda. Thorough grasp of EU relations with the United States.Familiarity with functioning of the U.S. government and the role of Congress.

Education Requirements:

Master’s degree in political economy, economics, public affairs, law, journalism or business.

Evaluations:

LANGUAGE: Fluency in English and good working language in French or Dutch. This may be tested. 


SKILLS AND ABILITIES: Ability to independently plan, organize and execute projects.

The pay plan is assigned at the time of the conditional offer letter by the HR Office.
