Context and Role

Our client in Brussels is at the heart of real-time electricity system operations in Belgium. As the energy landscape transforms driven by increasing renewable generation, evolving EU market regulations, and accelerating digitalisation — the NCC must continuously adapt its operational processes to remain safe, compliant, and effective.

Business Process Managers (BPMs) at the NCC are the operational process architects of this transformation. They own end-to-end operational processes and ensure that market design evolutions, regulatory changes, and new digital capabilities are translated into coherent, safe, and executable processes that control room operators can apply in real time. Critically, BPMs are not operators themselves — they are the bridge between the control room, product design teams, and IT development, ensuring that operational realities shape product decisions from day one.

This specific assignment reinforces the NCC team on three business-critical domains: Congestion Management, Operational Planning (Grid Security Analysis, Grid Models Forecasting, Outage Planning), and Real-Time Grid Operations (SCADA/EMS, Dynamic Security Analysis, WAMS).

Process Portfolio

Grid Security Analysis

  • Own and improve the processes supporting congestion management and grid security assessment from year-ahead to intraday time horizons. This includes processes for the optimal determination of preventive and curative remedial actions (PRAs and CRAs) to maintain the operational security under all plausible contingencies.
  • Participate in the evolution of coordinated security analysis processes at national and cross-border level — including methodologies developed through ENTSO-E working groups and coordination with Regional Security Coordinators (RSCs such as CORESO or TSC).
  • Own and improve 'digital twin' processes that model and forecast the state of the grid from year-ahead to intraday time horizons — supporting security analyses with accurate and up-to-date grid state representations across all relevant planning horizons.
  • Ensure alignment between the grid model forecasting processes and the evolving data exchange requirements at European level (CGMES profiles, ENTSO-E data models, cross-TSO model merging processes).

Outage Planning

  • Own and improve outage planning processes — the processes coordinates and optimises the scheduling of maintenance and construction works on the Belgian transmission grid while balancing availability of grid elements, customer needs, operational flexibility, and security of supply.
  • Address the growing complexity of outage planning driven by increasing connection of distributed energy resources, renewable variability, and growing demands for grid flexibility.

Real-Time Grid Operations

  • Own and improve operational processes supporting the real-time operation of the transmission grid: system monitoring, operational state assessment, alarm management, operational coordination with distribution network operators (DNOs), balance responsible parties (BRPs), and neighbouring TSOs.
  • Support the integration of Dynamic Security Analysis (DSA) and Wide-Area Monitoring System (WAMS) capabilities into control room processes — ensuring that operators can effectively interpret and act on the outputs of these systems in real‑time operational conditions.
  • Maintain and improve the processes linking SCADA/EMS capabilities to operational workflows — ensuring that new SCADA/EMS functionalities and upgrades are operationally integrated in a structured and safe manner.

Key Responsibilities

Process ownership and improvement

  • Own the full lifecycle of assigned operational processes: design, documentation, validation, implementation, monitoring, and continuous improvement. Processes must be coherent, safe, and executable across all relevant operational domains and time horizons.
  • Translate market design evolutions, regulatory changes (national and EU), new business capabilities, and digital solutions into concrete operational processes — including detailed workflows, role definitions, decision logic, and operating procedures.
  • Leverage historical operational experience, event analysis, and operational insights to proactively identify new business use cases and drive process improvements grounded in real operational feedback.
