**1. SUMMARY**
The Defence Investment (DI) Division is responsible for facilitating the development and adoption of cutting-edge, innovative and interoperable capabilities, critical to ensuring the Alliance’s ability to undertake the full spectrum of missions and operations. Key lines of effort include:
- leading the development of major complex capability programmes in the land, maritime, air and space domains - including on Air and Missile Defence, Alliance Future Surveillance and Control capability (follow on to AWACS), Air Command and Control (Air C2), Joint Intelligence Surveillance and Reconnaissance (JISR) assets and other critical Consultation, Command & Control (C3) networks - and in doing so addressing all policy, political-military, technical and practical aspects;
- leading NATO’s policy and engagements in the aviation domain;
- pursuing interoperability through prioritised standardisation efforts, developing with Allies new approaches to operational challenges, supported by a commitment to operational experimentation and innovation;
- maintaining the Alliance’s technological edge through exploring and driving adoption of emerging and disruptive technologies, with a particular focus on autonomous systems;
- facilitating multinational cooperation in capability development through a series of specific initiatives tackling critical capability requirements;
- understanding, adapting to, and pro-actively addressing climate change;
- informing and responding to the Alliance’s evolving capability needs through the NATO Defence Planning;
- providing oversight to NATO Agencies involved in capability development and delivery (in particular NATO Communication and Information Agency and NATO Support and Procurement Agency)
- working with a range of key stakeholders within NATO including the Strategic Commands and externally with NATO Partners and relevant international and regional organisations including the EU, as well as with industry and academia.
The NATO Headquarters Consultation, Command and Control Staff (NHQC3S) is an integrated Staff with a mix of International Staff (IS) and International Military Staff (IMS) personnel, led by the Director NHQC3S and functionally operating under the coordinated executive management authority of the Assistant Secretary General (ASG) DI and the Director General of the IMS (DGIMS).
Within the NHQC3S, Digital infrastructure Services (DIS) acts as the Staff lead for communications, combat identification and navigation capabilities; ensures spectrum availability and effective and efficient use of spectrum resources; and provides a spectrum management service for the commonly-agreed NATO bands.
The incumbent will provide support to the NHQC3S on the development of DIS-related policies, standards and collaborative programmes. He/she will engage with the C3 community as required, to include the preparation of Working Papers and analytical studies for consideration at Board, Panel and Team meetings. His/her focus will be on radio communications, Next Generation Networks and common funded programmes, and their associated technologies and use in the military air, land and maritime environment.
**2. QUALIFICATIONS AND EXPERIENCE**
**ESSENTIAL**
The incumbent must:
- possess a Masters’ degree in electronics, telecommunications, radio communications or systems, computer or software engineering from a university or institute of recognised standing or equivalent qualification;
- have at least 5 years of experience working in a professional telecommunications, electronics or computer or software engineering environment;
- have demonstrated experience in coordinating teams and/or chairing committees/working groups
- have experience in analysing complex issues, developing concepts, advising senior management and presenting results to non-technical audiences;
- have an up-to-date knowledge of current techniques and advances in electronics or computer or software engineering, particularly in the area of communications services, radio communications, radar and surveillance;
- possess the following minimum levels of NATO’s official languages (English/French): V (“Advanced”) in one; I (“Beginner”) in the other.
**DESIRABLE**
The following would be considered an advantage:
- experience in multinational programmes and cooperative developments;
- experience with Staff work in NATO or with multinational or national Defence Organisations;
- experience in standardisation and standardisation negotiations.
