**1. SUMMARY**
The Emerging Security Challenges Division (ESCD) provides a coordinated approach for NATO to the challenges of the 21 st century. It serves as the NATO HQ’s focal point for cyber defence, countering hybrid threats, energy security, counter-terrorism, data science, innovation, and climate security. The Division also promotes cooperation on these challenges through a variety of programmes within NATO, with partner nations and with other International Organisations, as appropriate.
The Counter Terrorism Section coordinates Counter Terrorism (CT) related efforts across the Alliance. The team provides relevant policy guidance and support to Allies and seeks to enhance NATO’s dialogue and practical cooperation on Counter Terrorism related issues with International Organisations and partner countries.
- The incumbent will support the work on capability development, as appropriate, to implement the Action Plan on Enhancing NATO’s Role in the International Community’s Fight against Terrorism, notably, with a special focus on projects that provide innovative responses to asymmetric threats, encourage multinational cooperation and improved standardisation/ interoperability. S/he will take responsibility to drive forward NATO’s effort in countering terrorist’s misuse of technology, in particular the work on Counter Unmanned Aircraft Systems (C-UAS). As the topic is by nature cross-cutting, s/he will be requested to liaise and manage relationships with multiple stakeholder within NATO, nations and international organizations. S/he will provide committee secretarial duties for the NATO C-UAS Working Group and its possible successor bodies. Finally, s/he will take responsibility to support practical cooperation projects under the Defence against Terrorism Programme of Work (DAT POW), and liaising with other programmes and communities in NATO, such as the Science for Peace and Security (SPS) Programme or the NATO Industrial Advisory Group (NIAG).
**2. QUALIFICATIONS **AND **EXPERIENCE**
**ESSENTIAL**
- The incumbent must:
- hold a degree from an institute of recognised standing or equivalent qualification;-
- have at least 5 years of relevant experience;-
- be conversant with the Alliance ’s political and military consultative processes and key security policy issues, notably in the area of counter terrorism ;-
- have strong communication and drafting skills;-
- possess a broad knowledge of recent developments in international armaments and procurement policies, capabilities, practices and issues;-
- be knowledgeable in current issues related to UAS and measures to counter them;-
- be current in general capability matters and in equipment and technologies applicable to counter terrorism and countering asymmetric threats, as well as in linkages to NATO programmes;-
- be prepared to travel and to work long and irregular hours when needed.-
- possess the following minimum levels of NATO’s official languages (English/French): V (“Advanced”) in one; II (“Elementary”) in the other;**DESIRABLE**
- The following would be considered an advantage:
- an academic background in engineering or scientific topics;-
- good knowledge of NATO, the NATO organisation, as well as national counter terrorism procedures;-
- good knowledge of scientific and technological aspects, including UAS and C-UAS technology, such as UAS detection, tracking, and identification equipment; C-UAS sensors and effectors; system architectures and interoperability.**3. **MAIN **ACCOUNTABILITIES**
**Policy Development**
- Contribute to the development of politico-military guidance on security policy and defence against terrorism matters
- **. **Participate in the further elaboration, updates and implementation of NATO’s CT policy. Facilitate the development of plans/concepts, procedures and policies for further capability development on C-UAS, counter asymmetric threats, force protection, as well as other defence against terrorism initiatives. Provide additional input to policy, strategy and conceptual papers as required.
**Expertise Development**
- Maintain and develop expertise on defence capabilities and CT-relevant programmes. Provide committee secretarial support and draft reports of a general and managerial nature for the relevant Committees/Working Groups. Analyse technological, partnership and defence capability issues and prepare and present report findings.
**Knowledge Management**
- Assist in the development of relevant papers related to emerging threats and the defence against terrorism. Develop programme funding tools and mechanisms, such as Memoranda of Understanding (MOU), Letters of Agreement (LoA), guiding documents and instructions.
**Stakeholder Management**
- Ensure effective coordination and collaboration, division internally, with other NATO divisions and staffs and cultivate a network of stakeholders in nations, NATO Military Authorities and agencies and new NATO bodies, such as DIANA. Collaborat
