**1. SUMMARY**

Within the Joint Intelligence and Security Division, the NATO Office of Security (NOS) is responsible for the overall coordination of NATO security among member Nations and NATO civil and military bodies as well as International Organisations and partner countries with which NATO cooperates. It is also responsible for the security of the NATO Headquarters and its personnel in Brussels and abroad on mission and in satellite offices, and for the protection of the Secretary General. Its functional areas address: personnel security, physical security, security of information, communication and information systems security (including cyber defence), security awareness, industrial security, counter intelligence, counter espionage, threats from terrorism, close protection, security force services, fire and first aid.

Under the leadership of the Deputy Assistant Secretary General (DASG) for Security / Director NOS, the NOS comprises the Security Policy Oversight Branch (SPOB), the Security Intelligence Branch (SIB), the Protective Security and Emergency Services Branch (PSESB) and the Close Protection Unit (CPU).

The responsibilities of the DASG for Security are derived from the Terms of Reference for the NATO Office of Security promulgated by the North Atlantic Council (NAC) in C-M(2002)49, C-M(64)39 and C-M(68)41(6th Revise), and as directed by the Secretary General in his capacity as Head of the NATO International Staff (IS).

The DASG for Security deals with all aspects of security, which includes counterintelligence. S/he acts as Chair for the Security Committee, a senior committee reporting directly to the North Atlantic Council. S/he is responsible for negotiating and implementing Security Agreements with non-NATO nations and International Organisations participating in or with NATO or the European Atlantic Partnership Council (EAPC) and within other NAC cooperative activities, to include Mediterranean Dialogue (MD), the Istanbul Cooperative Initiative (ICI), and NATO-Ukraine Commission (NUC).

- Creating an inclusive and progressive security and management culture in a diverse and operationally focused environment.

**2. QUALIFICATIONS AND EXPERIENCE**

**ESSENTIAL**
The incumbent must:

- hold a university degree in the areas of security, international relations, risk management (or similar) or equivalent level of qualification;
- have at least 15 years of experience in managing security functions within a security organisation of a NATO member Nation or an international organisation;
- have extensive people management experience in senior leadership roles and the capacity to lead, develop, motivate and engage a diverse team;
- have experience in leading change and a proven track record in successfully implementing complex programmes;
- have comprehensive in-depth knowledge of security issues;
- have had formal training and extensive practical experience, at a senior management level, in physical, procedural, and protective security as well as counterintelligence matters and dignitary protection;
- display high integrity, with a proven ability to readily interact with senior government and military officials;
- possess the ability to chair senior international committees;
- have diplomacy, tact and good judgement to deal with stakeholders at all levels;
- possess good consensus building and negotiation skills to promote collaborative relationships;
- have strong organisational, problem solving, and decision-making skills, and demonstrate strong customer focus;
- be concise and clear in written and in oral presentations;
- possess the following minimum levels of NATO's official languages (English/French): V ("Advanced") in one; II ("Elementary”) in the other.

**DESIRABLE**
The following would be considered an advantage:

- civilian or military government experience in an international diplomatic setting;
- a higher level of proficiency in NATO’s second official language (English/French).

**3. MAIN ACCOUNTABILITIES**

**Vision and Direction**
Develop, communicate and implement a vision for the future development of the Office. Champion change and federate the teams around common objectives, ensuring that vision guides the mid and long-term programme of work. In line with the Alliance and Divisional intent, develop NOS strategy in conjunction with her/his staff in a collaborative and customer-focused style. Determine the focus and priorities for the sub-units, including the development and revision of policies to determining the future course and focus of the Organization on policies relating to security and intelligence. Ensure that NOS’ advice supports the Alliance and Division in reaching its goals.
