The Client, in partnership with Commission services and other stakeholders, provides high-quality corporate Business Solutions (Information Systems), common frameworks and interoperable, reusable components enabling the successful implementation of the Commission's Digital Transformation and EU policies. The Client defines and provides the capabilities required to deliver high-quality IT solutions, and creates and maintains talent pools (competence centres) from which development project teams can be composed. These resources share a common, agile development culture with high-quality standards. Based on these pools and considering the requirements of project owners, the Client executes the projects of internal customers as well as external customers if decided by the Priority Management Board.

DESCRIPTION OF THE TASKS

The following tasks will be performed:

- Plan, implement, and upgrade DevSecOps pipelines
- Promote the usage of DevSecOps methodologies for IT projects
- Architect and design API Security, Container Security, Cloud Security

LEVEL OF EDUCATION

The minimum educational qualification corresponds to Level 7 of the European Qualification Framework which typically corresponds to a **master's** degree** of 5 years
- All degrees must be IT related.

KNOWLEDGE AND SKILLS

The following knowledge is required for the performance of the above-listed tasks:

- Experience with large, enterprise-level multi-user Information Systems
- Good knowledge in establishing and managing deployment pipeline and release management
- Good knowledge of DevOps container or serverless /orchestration tools (i.e.: Docker, Ansible, Terraform, build packs, Kubernetes, etc.)
- Good knowledge of at least one programming language (JAVA, Python, Bash, Perl, etc.)
- Good knowledge of conducting DevSecOps in an agile work environment
- Good knowledge of cloud security architecture and security requirements
- Good knowledge of black box and white box testing (OWASP, HP Fortify, etc.)
- Good knowledge of continuous delivery and Application Lifecycle Management tools (JIRA, Git, Bamboo, Nexus, etc.)
- Good knowledge of secret management tools (CyberArk, Hashicorp, etc.)
- Good knowledge of Monitoring tools (Dynatrace, Prometheus, etc.)
- Good knowledge of the Cloud (Aws, Azure, Google, OVH, etc.)

The following skills are required for the performance of the above-listed tasks:

- Rapid self-starting capability and experience in team working
- Excellent interpersonal and communication skills
- Ability to participate in multi-lingual meetings, ease of communication
- Security and cloud Skills
- Automation skills to optimize and understand the DEVSECOPS pipelines
- The capability of integration in an international/multicultural environment, rapid self-starting capability, and experience in working in a team
- Ability to participate in multilingual meetings
- Ability to work in a multicultural environment, on multiple large projects
- Excellent Team Player
- Ability to understand, speak and write English at level B1
- Ability to understand, speak and write French at level B1 is an advantage

SPECIFIC EXPERTISE

The following specific expertise is mandatory for the performance of tasks:

- Experience in managing Atlassian Bamboo Plans (min. expertise level 4, min. experience years 4)
- Experience in using Bamboo Specs in java (min. expertise level 4, min. experience years 3)
- Experience in using and integrating SonarQube with Bamboo (min. expertise level 3, min. experience years 2)

CERTIFICATIONS & STANDARDS

Mandatory certifications (one of):

- Certified DevSecOps Professional (CDP) certification
- AWS Certified DevOps Engineer - Professional
- Microsoft DevOps Engineer Expert
- Google Professional Cloud DevOps Engineer, or equivalent to be approved by the Commission
