**Brussel Financiën en Begroting** **werft 1 Financial Operation Officer (m/v/x) aan

voor de directie Front Office.

De directie Front Office is samengesteld uit een 4-tal personen en oefent een advies
- en ondersteuningsopdracht uit, onder meer door het voeren van studies en het verstrekken van adviezen. Het Front Office volgt dagelijks de evolutie van de portefeuille op en stelt financiële en derivatenverrichtingen voor aan de minister van Financiën en Begroting in het licht van de marktvooruitzichten.

Als **Financial Operation Officer (m/v/x)** bij de directie Front Office van het agentschap van de schuld **werk je nauw samen met de Front Officer.**

De Front Officer draagt de verantwoordelijkheid voor het beheer van de portefeuille van de gewestelijke directe schuld en van de portefeuille van de door het Gewest gewaarborgde schuld. Jaarlijks vertegenwoordigen de kosten van de directe schuld, met inbegrip van de aflossingen, ongeveer 10% van de uitgavenbegroting van de GOB.

**Jouw takenpakket**:
**1) Operationele versterking en back-up**

In het kader van het afsluiten van financiële verrichtingen in verband met verschillende door de directie beheerde portfolio’s, ondersteun je de manager (die de eerstelijns Front Officer is) met het oog op het goede verloop van de verrichtingen.

In het geval van afwezigheid of niet-beschikbaarheid van de Front Officer moet je optreden als zijn back-up. Je sluit de verrichtingen af met de nauwkeurige inachtneming van de strategische en operationele regels en je volgt de instructies van de Front Officer. Deze rol van back-up zal worden gespecificeerd in het operationele delegatiebesluit vastgelegd door de Minister van Financiën.

**2) Operationele organisatie**
Je bent verantwoordelijk voor de behandeling na de afsluiting van de financiële verrichtingen door toe te zien op het goede verloop van elke fase van het bevestigings-, contractualiserings-, en ondertekeningsproces, zowel bij de interne (kabinet van de Minister, vakspecialisten BFB, enz.) als de externe partners (banken, investeerders, enz.).

Je ziet toe op de traceerbaarheid en de archivering van elke verrichting en je stelt de partners gerust m.b.t. de voortgang van hun behandeling.

**3) Financiële communicatie**

Met de hulp van de manager stel je een communicatieplan op ter attentie van de financiële partners van Front Office om hen de financieringsbehoeften mee te delen en de behaalde resultaten m.b.t. de portfolio’s te verdedigen.

Je draagt bij aan het opstellen van het financiële risicoprofiel van het Gewest en de sterke punten van de beheerde portfolio’s om externe partners (banken, investeerders, enz.) te overtuigen in het BHG te investeren. Je voert dit plan uit aan de hand van verschillende bestaande (Bulletin, website FO, financiële applicaties zoals Bloomberg of Origin) of te ontwikkelen tools.

Je organiseert en helpt bij het animeren van ontmoetingen met de financiële partners van Front Office: agenda, onthaal bezoekers, opstellen van ad-hocnota’s en ad-hocpresentaties, enz.

Je coördineert de uitwisselingen tussen het Brussels Hoofdstedelijk Gewest en het ratingbureau (momenteel Standard & Poor’s) en je neemt de rol van eerste SPOC op je (Single Point of Contact).

- Indien nodig ben je bereikbaar/beschikbaar buiten de klassieke kantooruren.
- Om organisatorische redenen kunnen vergaderingen, bankbezoeken,etc. plaatsvinden buiten de klassieke kantooruren.
- **We wijzen erop dat een groot deel van de documentatie en de communicatie met de financiële partners noodzakelijkerwijs in het Engels is.**

**Werkgever**:
**De directie Front office, waarvoor je zal aangeworven worden maakt deel uit van het Agentschap van de schuld van **Brussel Financiën en Begroting**, **één van de 8 besturen van de Gewestelijke Overheidsdienst Brussel (GOB).**

**Brussel Financiën en Begroting (BFB) **staat in voor alle opdrachten in verband met de gewestelijke begroting, boekhouding en financiën met inbegrip van het organiseren van de controle.

**Het Agentschap van de Schuld** maakt deel uit van Brussel Financiën en Begroting en is verantwoordelijk voor het optimaliseren van het beheer van de rechtstreekse gewestschuld, die de rechtstreekse totale schuld van het Gewest alsook de schulden van de geconsolideerde instellingen omvat.

**Het Agentschap van de Schuld** bestaat uit twee directies en een cel**:Front Office**, Middle Office en Back Office.
