**1. SUMMARY**
The Defence Policy and Planning (DPP) Division has the lead role on the defence-related aspects of NATO's fundamental security tasks at the political-military level. The Defence Policy and Capabilities Directorate in DPP addresses a wide range of issues related to Alliance defence policies and strategies, including the policy aspects of Alliance capabilities.
The Division’s Enablement & Resilience Section (ERS) develops, facilitates and supports the development of high quality professional advice to NATO and national authorities at the political level. The Section contributes to efforts to ensure Alliance support of national and collective resilience through civil preparedness, both of which support NATO’s core tasks of deterrence and defence, crisis prevention and management and cooperative security.
The work will require the development of an in-house analytical and data management capacity to collect, compile, store, employ and display data and other information from the resilience returns of the Defence Planning Capability Survey and other relevant national and open sources.
Under the supervision of the Head of Section and in support of the Section’s staff, the incumbent will be working on the development of the data sets, organized in geographical functional and historical series, and associated databases, graphics and tables, necessary for the production of resilience assessments. S/He will assure the quality and security protection of the data stored, and the registering, sharing and management of the data in line with applicable NATO policies. In addition, the incumbent will work on the development and refinement of the applicable methodologies and best practices.
**2. QUALIFICATIONS **AND **EXPERIENCE**
**ESSENTIAL**
The incumbent must:
- have a good general education at least to higher secondary level
- have at least 2 years of practical experience in knowledge management, information systems or other relevant field;
- have experience in the development of data repositories;
- the following minimum levels of NATO’s official languages (English/French): V (“Proficiency”) in one; II (“Elementary”) in the other;
**DESIRABLE**
The following would be considered an advantage:
- have work experience in International Organisations or as part of multinational teams;
- knowledge of war gaming, crisis management training and exercises, and associated techniques, trends analysis, dynamic programming, etc.
**3. **MAIN **ACCOUNTABILITIES**
**Knowledge Management**
Participate in the compilation and verification of resilience-related data and associated information relevant to the establishment of resilience objectives and national goals and the follow up of implementation plans in support of the preparation of NATO’s Resilience Assessment and associated Regional assessments. Controls the quality and relevance of data to the established knowledge management systems, as well as their compliance with the applicable NATO policies, protocols and standards.
**Stakeholder Management**
Co-operate with the staff of the Enablement and Resilience Section and Defence Policy and Planning Division staff, NATO Military Authorities, and other relevant NATO Divisions and communities in the design and production of data sets supporting the preparation of resilience assessments and analysis.
**Information Management**
Ensure with staff in the Defence Policy and Planning Division to verify the accuracy, quality, timeliness, reliability and completeness of data sets supporting the implementation of resilience objectives and national goals and the preparation of resilience assessments, and the appropriate registering, sharing, management, and protection of that data, in compliance with NATO’s information management and data exploitation policies.
Information should be organised into relevant data sets and associated graphical displays, in a readily accessible and usable way. The data and emerging resilience trends will inform the development of the Resilience Assessment and of Regional Assessments and should support the aggregate resilience-related modelling and simulation tools aimed at increasing situational awareness and assessments

Produce and disseminate tailored resilience information in a user-friendly form, as both tables and graphics. Proactively develop skills in areas such as planning, organising and the use of new technology. Liaise with others to leverage knowledge.
**Project Management**
Provide data quality assurance for the applicable data sets and associated displays used in the preparation of net assessments.
Perform any other related duty as assigned.
