**1. SUMMARY**

IBAN’s mandate is to assure the Council and the governments of NATO member countries that funds were used according to authorization and that the financial statements are accurate and give a fair view of NATO’s financial situation. IBAN also evaluates NATO’s activities with regard to their economy, efficiency, and effectiveness.

In order to achieve this mandate, IBAN performs 3 types of audits:

- Financial audit - an examination of the financial statements of NATO entities to check whether they are true and fair and their funds were properly used in accordance with the regulations in force.
- Performance audit - an evaluation of the economy, efficiency, and effectiveness of NATO's activities, operations and programmes.
- NSIP financial audit - an examination of expenditures for these projects, which relate to, for example, infrastructure, equipment or information and communication systems.

IBAN conducts approximately 30 financial statement audits per year of NATO commands, agencies, benefit plans, and other assimilated entities. IBAN also performs between 50 and 100 audits annually of NSIP expenditures. In addition, IBAN implements three or more performance audits each year. The audit teams travel to NATO and non-NATO nations to carry out their work.

The IBAN’s work is guided by the three core values of independence, integrity and professionalism:

- Independence: IBAN is solely responsible to the Council for its work. It neither seeks nor receives instructions from any other authority.
- Integrity: IBAN conducts its work in a fair, objective, balanced, unbiased, and non-political manner.
- Professionalism: IBAN’s work is planned, executed and reported in accordance with international auditing principles and standards.

The incumbent will work closely with the IBAN Chair, Principal Auditor, and Senior Auditors to ensure the efficient and effective management of the following areas: IBAN budget, procurement, security, Human Resources, Communications and Information Systems (CIS), and other organisational items. In addition, they will supervise and manage the work of the IBAN administrative support staff and will act as a functional super user for software solutions in IBAN.

**2. QUALIFICATIONS **AND **EXPERIENCE**

**ESSENTIAL**

The incumbent must:

- possess a degree from a university or equivalent professional experience;
- have at least 5 years of experience in at least 3 of the following fields: administrative, budgetary, procurement, personnel management and/ or security practices and procedures;
- have relevant experience in prioritising, multitasking and in dealing with a large number of issues and tasks in relation to high-level political topics;
- have demonstrated experience managing a diverse team of professionals;
- have strong Communication Information System (CIS) skills, including experience acting as a functional super user for software solutions;
- have a thorough knowledge of the Microsoft Office package;
- have knowledge of the Enterprise Resource Planning (ERP) tool;
- demonstrate strong drive for teamwork and excellent co-ordination skills;
- have strong written and oral communication skills, including the ability to draft and edit documents for a senior audience; and
- possess the following minimum levels of NATO’s official languages (English/French); V (“Advanced”) in one and III (“Intermediate”) in the other.

**DESIRABLE**

The following would be considered an advantage:

- familiarity with auditing concepts and procedures;
- familiarity with commercial audit software;
- familiarity with NATO CIRIS database;
- knowledge of project or time management software;
- experience working in an International Organisation and/or environment; and
- knowledge of NATO’s structure, practices and procedures.

**3. **MAIN **ACCOUNTABILITIES**

**Planning and Execution**

Coordinate overall administrative support to Board Members and IBAN staff. Oversee the coordination of CIS services and management of the NATO Security Investment Programme (NSIP) database. Follow IS initiatives, policies, studies, or projects and monitor how their implementation may affect IBAN. Act as the Security Officer for IBAN, oversee and coordinate all divisional space requirements. Work closely with the Principal Auditor on the preparation of the IBAN Annual Activity Report.

**Information Management**

Be responsible for the management of IBAN CIS issues (software and hardware) in general (procurement, maintenance, and training). Be responsible for liaising with ICTM, NCIA, and commercial software providers for the procurement and maintenance of IBAN CIS solutions. Ensure the accurate and timely distribution and flow of HR-related information in IBAN.

**People Management**

Lead the team of the IBAN administrative support staff, offer guidance when required and provide in-depth mentoring, coaching and training opportunities. Monitor and promote performance by ensuring that commo
