**Duties**
- The incumbent will serve as the U.S. Representative on the NATO Budget Committee and its ad hoc committees and working groups and on financial committees of the Supervisory boards for NATO agencies.
- Develops the U.S. position on all budgetary and financial matters arising in connection with NATO international military headquarters and agencies.
- Develops recommendations for policies affecting organizations and missions funded by the Budget Committee, evaluating all factors, and balancing the critical operational requirements with the resource constraints.
- Ensures that the U.S. position in the Budget Committee, The Agencies Financial Committees, and other financial fora is consistent with current U.S. political, military and operational objectives, both internally and with regard to NATO.
- As required, ensures coordination on all significant financial decisions with senior officials in USNATO, OSD Policy, and the State Department.
- Ensures compliance with both NATO financial regulations and U.S. regulatory measures, resolving conflicts if they arise.
- Submits overall periodic budgetary estimates and such other statements on expenditures and commitments as required for Congressional presentations in coordination with USAREUR.
- The 50 separate budgets within the total NATO Military Budget amount to approximately $4 billion in annual common-funded operations and maintenance costs, with the U.S. share amounting to approximately $500 million.

- This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.

- You will be required to provide proof of U.S. Citizenship.
- Applicants must comply with the Exceptional Family Member Program requirements as outlined in the DoD Instruction 1315.19.
- This is a Financial Management Level 3 Certified position designated as such in accordance with the National Defense Authorization Act (NDAA) 2012,Public Law 112-81, Subtitle F-Financial Management, section 1051.

**Specialized experience required**: One year of specialized experience at the GS-14 or equivalent level. Specialized experience is defined as: Operational experience demonstrating in-depth knowledge of military command, mission, support, training, and force planning requirements. Expert knowledge of U.S. political and military objectives. Expert knowledge of U.S. financial management principles, laws, rules and regulations. Expert knowledge and experience across the range of the management of military headquarters and organizations. Expert knowledge of the Congressional budget process.

You will be evaluated on the basis of your level of competency in the following areas:

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-14).
