De openstaande vacatures in dit netwerk zijn tijdelijk en alleen voor **statutaire personeelsleden of personeelsleden met een contract van onbepaalde duur **van de deelnemende organisaties.

Voor Dienst Vreemdelingenzaken zijn we op zoek naar iemand die een beperkt **onderzoek** kan doen naar **verzuim, verloop, optimalisatie van het menselijk kapitaal binnen de gesloten centra**. Dit betreft een ruime populatie medewerkers die in moeilijke omstandigheden en vaak in continue uurroosters instaan voor de vasthouding van vreemdelingen met het oog op hun verwijdering.

Je werkt voor deze opdracht nauw samen met de **HR dienst** van Dienst Vreemdelingenzaken en met de dienst **Algemene Controle en Coördinatie Centra** (ACCC). Deze dienst houdt toezicht op de opvolging en de toepassing van het KB van 2 augustus 2002 betreffende het regime en de werkingsmaatregelen in de gesloten centra onder het beheer van de Dienst Vreemdelingenzaken, de richtlijnen van de Minister en de richtlijnen van de Algemene Directie. Verder doet deze dienst onderzoek naar en verzorgt ze de opvolging van specifieke problemen die hiermee verband houden.

Het doel van het onderzoek is om in eerste instantie een concreet zicht te krijgen op de **oorzaken** van het verzuim en het verloop van personeelsleden binnen de Afdeling gesloten centra. In het verlengde van dat onderzoek verwachten we tot **concrete aanbevelingen** te komen. Dit alles ondersteund door literatuur of best-practices bij vergelijkbare organisaties.

Concreet houdt dit volgende taken in:

- Je voert een beperkte literatuurstudie uit over het onderwerp die een theoretische basis vormt voor het onderzoek en de aanbevelingen;
- Je analyseert bestaand cijfermateriaal;
- Je verzamelt nieuwe cijfers door middel van kwantitatief onderzoek;
- Je formuleert onderzoekshypotheses;
- Je voert een kwalitatief onderzoek uit, waarbij je interviews doet met medewerkers en stakeholders;
- Je formuleert je conclusies in een beknopt rapport, en stelt concrete aanbevelingen op.

Het onderzoek richt zich voornamelijk op de gesloten centra. Het is belangrijk dat je bereidt bent de organisatie voldoende te leren kennen en begrijpen. Dit houdt ook in dat je bereid bent ter plaatse te gaan in de verschillende gesloten centra.

**Werkgever**:
De openstaande vacatures in dit netwerk zijn **tijdelijk** en **voorbehouden voor statutaire ambtenaren en ambtenaren met een contract van onbepaalde duur **va**n de **deelnemende organisaties **van dit netwerk.**

**Dienst Vreemdelingenzaken (DVZ)** **staat in voor de uitvoering van de wet van 15 december 1980 betreffende de toegang tot het grondgebied, het verblijf, de vestiging en de verwijdering van vreemdelingen. DVZ stimuleert daarenboven de vrijwillige terugkeer en verzekert de verwijdering van personen in onrechtmatig verblijf.

De **gesloten centra van DVZ **hebben binnen het kader van het vreemdelingenbeleid als specifieke opdracht vreemdelingen vast te houden met het oog op hun eventuele verwijdering.
In afwachting van een verwijdering, verlenen de centra aan de bewoners opvang, psychologische, medische en sociale begeleiding met respect voor de fundamentele menselijke waarden zoals veiligheid, privacy, gezondheid, religieuze beleving en persoonlijke ontwikkeling. De centra vormen hiermee een belangrijk gegeven in de strijd tegen de illegale immigratie.

Sedert augustus 2022 is het **opvangcentrum Zaventem** operationeel. Aan dit centrum worden enkel asielzoekers toegewezen bij wie de DVZ een Eurodac 1 - hit heeft vastgesteld. De Eurodac 1 - hit wijst op een eerder asielverzoek in een andere Europese lidstaat. In dit centrum wordt alle expertise van DVZ en Fedasil samengebracht. Het beheer van dit centrum valt onder de Dienst Vreemdelingenzaken omdat zij instaan voor het opstarten van de dossiers richting terugkeer. Fedasil heeft een ondersteunende rol wat betreft logistiek en opvang in het kader van de opvangwet van 12 januari 2007.

Momenteel werken ongeveer 1000 personeelsleden voor de centrale diensten te Brussel en nog eens een 1000-tal personeelsleden zijn tewerkgesteld bij de centra te Brugge, Steenokkerzeel, Merksplas, Holsbeek, Zaventem en Vottem.
