Through this consultancy, UNDRR is seeking to engage a disability expert/researcher with strong communication skills to develop a report from the 2023 disability inclusive DRR (DiDRR) survey results. This 2023 disability inclusive DRR status report (2023 DiDRR report) will analyze the 2023 survey results and compare them with the 2013 results, as well as referring to relevant literature. The report will support UNDRR’s submission to the Committee on the Rights of Persons with Disabilities (CRPD), which has called for comments on article 11 of the UN Convention on the Rights of Persons with Disabilities and develop key messages on the findings to be used for the disability inclusive DRR advocacy campaign in April 2023. Furthermore, the consultant will provide substantive inputs in preparation to the disability inclusive session organized during Mid-Term Review of the Sendai Framework for Disaster Risk Reduction meetings, New York, 17-19 May 2023.

**Responsibilities**:
Created in December 1999, the United Nations Office for Disaster Risk Reduction (UNDRR) is the designated focal point in the United Nations system for the coordination of efforts to reduce disasters and to ensure synergies among the disaster reduction activities of the United Nations and regional organizations and activities in both developed and less developed countries. Led by the United Nations Special Representative of the Secretary-General for Disaster Risk Reduction (SRSG), UNDRR has over 100 staff located in its headquarters in Geneva, Switzerland, and in regional offices. Specifically, UNDRR guides, monitors, analyses and reports on progress in the implementation of the Sendai Framework for Disaster Risk Reduction 2015-2030, supports regional and national implementation of the Framework and catalyses action and increases global awareness to reduce disaster risk working with United Nations Member States and a broad range of partners and stakeholders, including civil society, the private sector, parliamentarians and the science and technology community.
The consultant will be responsible for analysing the results of 2023 survey conducted between January and March 2023, will develop a 2023 Disability inclusive Disaster Risk Reduction (DiDRR) report 10 years after the 2013 baseline survey (deadline April 2023) and prepare key messages on the findings to be used for the disability inclusive DRR advocacy campaign in April 2023. The consultant will support UNDRR’s contribution to the Convention on the Rights of Persons with Disabilities (CRPD) Committee call for comments on article 11 of CRPD and support the preparation towards UNDRR’s disability inclusive DRR session during Mid-Term Review of the Sendai Framework for Disaster Risk Reduction meetings, New York, 17-19 May 2023.
This will necessitate a desk review of literature on disability inclusive disaster risk reduction. Please note that the 2023 DiDRR report will include chapters analyzing the regional progress made since 2013, identify opportunities to further strengthen disability inclusive disaster risk reduction and make recommendations on the ways in which the rights of persons with disabilities in disaster risk reduction should be promoted.
The reports will be published by UNDRR. The draft reports will be reviewed by UNDRR and a core team of disability experts. The consultant must be open to making necessary adjustments emerging from the review. The United Nations will retain copyright and, as per UN regulations, UNDRR does not give individual author citations. Authors, designers and editors may be given an acknowledgement on the inside front cover at the discretion of the publication coordinator.
Qualifications/special skills
Advanced University degree in international development studies, humanities, social sciences, disability studies or related field is required. A first level university degree with a combination of 2 additional years of relevant academic qualifications and experience may be accepted in lieu of an advanced university degree.
At least 7 years of relevant experience researching or working on advocacy or research on disability inclusion, the rights of persons with disabilities, or inclusive disaster risk reduction is required.
Experience in analytical work using Microsoft Office Form results and writing reports is desirable.
Languages
Fluency in English is required.
