Expertise France is the public agency of French international technical cooperation. The agency operates around four priorities:
- democratic, economic and financial governance;
- security and stability of countries in crisis/post-crisis situations;
- sustainable development;
- strengthening health systems, social protection and employment.
In these areas, Expertise France carries out engineering and implementation missions for capacity building projects, mobilizes technical expertise and acts as an aggregator of projects involving public expertise and private know-how.
With an activity volume of 233 million euros, more than 400 projects in portfolio in 80 countries, and 63,000 days of expertise, **Expertise France** focuses its action towards France’s solidarity policy, influence and economic diplomacy.
Under the authority of the Lead Expert on Public Investment/Finances in Health and the Team Leader based in Paris, the mission of the National Expert on Public Investment/Finances in Health will be to support the Member State he/she is assigned to in implementing the project in order to reach qualitative and quantitative objectives and outputs that have been negotiated between the DG REFORM, the three Member State (Austria, Belgium and Slovenia) and Expertise France and that are mentioned in the contractual document named “detailed project description”.
Working in pairs and under the supervision of the National Expert in Public Health, the National Expert on Public Investment/Finances in Health will support more precisely the implementation of the first workstream described in the description of the project aiming to support Ministries of Health in the three Member States (Austria, Belgium and Slovenia) in making the case for public investment and finance in health toward their ministry of finance.
In doing so he/she will support the national teams of the beneficiary Member State in identifying both national and international analytical approaches and tools for advocating the effectiveness of investments needed in health (e.g. spending reviews, performance-based budgeting, multi-year budgeting, public investment management, return on investment analysis, tools and processes about social security related finance law, sector programming law, value based health care, etc.).
To this end he/she will support the National Expert in Public Health and the Lead Expert in Public Investment/Finances in Health in implementing the following activities:
- Organise the work together with national teams of the beneficiary MS.
- Prepare and consolidate the work plan related to workstream 1 (WS1) at national level;
- Identify technical needs of the project and beneficiaries and consequently identify qualified short-term experts to address these technical needs, coordinate their mobilisation and monitor their work.
- Manage and monitor the WS1 implementation at national level and more specifically support the implementation of the following activities:
- Coordinate national mapping and benchmark of available analytical approaches and tools for making the case of public investment in health
- Support specific need analysis in the MS and the identification of suitable approaches and tools to be piloted in each MS
- Support the adaptation of selected approaches tools and elaborate the workplan for their implementation
- Support eventual possible pilot implementation of the selected approaches and tools per MS and the stabilization of these new approaches and tools for their roll out
- Identify risks related to the technical execution of the program and implementation of alternative solutions.
- Establish and follow up monitoring indicators for the activities implementation and provide regular reporting to the Lead Expert on Public Investment/Finances in Health.
- Adapt the provisional action plan in accordance to the observed technical and potential financial risks under the supervision and in agreement with the MS teams and the Lead Expert on Public Investment/Finances in Health.
More generally:
- Prepare materials for the steering body of the project
- Participate to the working group gathering stakeholders of the three Member States on the WS1 animated by the Team Leader and the Lead Expert on Public Investment/Finances in Health.
- Contribute to the community of practices
Moreover the National Expert on Public Investment/Finances in Health will work closely with the National Expert on Public Health in supporting the National Competence Network put in place by the Member State, in order for the MS to set a file to be submitted to the ‘EU Health Resource Hub’ for accessing EU funds.
The National Expert on Public Investment/Finances in Health should also support the visibility of the project and Expertise France by disseminating information about the project.
