**Introduction**:
It is for the use of the Once-Only Technical System (OOTS) common and especially supporting services that our client foresees the need to define operational arrangements (together with implementing teams from the Member States and other relevant bodies), i.e. to define how these services are going to be used and maintained.
**Skills, knowledge, experience required**:
- A Bachelor’s or Master’s Degree in IT or computer science;
- Relevant academic background in information security;
- Proven experience in IT security, particularly in the policy development, risk management, governance, and compliance areas;
- Excellent drafting skills with experience in drafting policies, standards, and operational procedures;
- Service delivery experience;
- Good understanding of the European Institutions, Bodies, and Agencies’ decision-making and consultation processes as well as cross-functional project stakeholder coordination;
- Strong analytical and problem-solving skills including the ability to deal with large amounts of information in a limited time;
- Ability to manage parallel tasks and cope with pressure, particularly in crisis situations;
- Work experience in a multi-layered and complex public sector environment;
- Very good command of English (written and spoken).
**Duties/role**:
- Giving the Member States’ (MS) team members an access to the test platform and common services;
- Responding to questions on timings/practicalities;
- Following up on:
- Progress of the MS developing/integrating the components;
- Security controls or other items in a rulebook, in case they are defined;
- Creating Operational Arrangements/Rulebook for all participants on the basis of a security knowledge base (built via security experts through Q&A sessions with the MS), which will include Online Procedure Portals, Evidence Issuers, Preview Space operators, Access Point operators, national or subnational platforms, etc.;
- Defining orientation of the Operational Arrangements/Rulebook among different options, such as:
- Describing the existing security landscape, defining high-level objectives and listing resources that the MS can refer to;
- Creating best practices and checklists to be added to the Rulebook (based on audits performed by security experts);
- Defining:
- A list of certification schemes (or custom-made security controls) that all parties need to adhere to;
- A certification process (including renewal, withdrawal, etc.) in the Rulebook;
- A monitoring and audit process to ensure compliance;
- Onboarding components with the MS teams, including updates to the components and/or configuration;
- Interfacing with existing teams and structures for operations, e.g. the CERTs/CSIRTs, European Union Agency for Cybersecurity (ENISA) or other MS bodies;
- Supporting co-creation between the MS for some modules, setting the rules, and managing the community;
- Liaising as relevant with the other working groups of the Once Only Principle (OOP)/OOTS project, mainly the security, development, and testing services working groups.
