Vous intégrez le département Community Relations au sein de la direction Infrastructure. Le département Community Relations est chargé de mettre en place le cadre nécessaire à la réalisation de nos projets d’infrastructure pour le réseau électrique, en ce compris l’obtention des autorisations, des permis et du consentement de toutes les parties impliquées. Le département établit une relation et un dialogue durables avec tous les stakeholders (administration, autorités, autres gestionnaires de réseau et d’impétrants, riverains, etc.).
Vous collaborez étroitement avec les départements internes d’Elia à la définition des projets d’infrastructure de sorte que les solutions envisagées le soient dans l’intérêt de la communauté, en tenant compte des aspects techniques, économiques et environnementaux (en ce compris la réalité du terrain local). Vous participez dès le début à la définition du scope, du planning et du budget des projets et contribuez activement à leur chance de succès.
En tant que Community Relations Officer, vous élaborez l’approche pour la réalisation des projets d’infrastructure qui vous sont confiés. Vous êtes entre autres responsable des tâches suivantes:
Vous étudiez avec les Project Engineers les propositions techniques et vérifiez qu’elles soient acceptables pour le monde extérieur.
Vous déterminez les autorisations et permis nécessaires pour la réalisation d’un projet et analysez les risques de celui-ci. Vous définissez et mettez en pratique la stratégie pour impliquer les stakeholders dans le projet.
Vous validez le plan de communication qui vous est proposé par les experts en communication projet.
Vous déterminez en concertation avec les experts en environnement les mesures environnementales à prendre.
Vous élargissez et entretenez votre réseau de relations privilégiées afin de faciliter les processus décisionnels pour l'octroi des permis, droits et autorisations. Vous êtes régulièrement en contact avec les autorités régionales et communales, les groupes d'action, les ONG, les riverains, etc.
Vous êtes épaulé(e) par l'équipe Permits dans la préparation des dossiers permis.
Vous êtes aidé(e) par l'équipe Property et Negotiations pour les contacts avec les propriétaires privés et exploitants des terrains nécessaires.
Votre profil
Vous avez de bonnes compétences en négociation (dialogue constructif), facilitation et gestion de conflits.
Vous avez le contact facile, communiquez efficacement et disposez d’une bonne force de persuasion. La communication écrite et orale est votre fort.
Vous parlez parfaitement le français et avez de préférence une bonne connaissance du néerlandais et de l’anglais.
Vous avez une bonne connaissance (ou souhaitez l'acquérir) des questions, du cadre légal, des réglementations et des procédures administratives liées à l’aménagement du territoire et à l’environnement.
Vous avez une bonne connaissance (ou souhaitez l'acquérir) des organes décisionnels et parties impliqués dans ces procédures (administrations, autorités publiques, etc.). Disposer d’un réseau de contacts en Région wallonne (autorités locales et régionales, associations, etc.) est un atout.
Vous possédez une connaissance technique de base (ou souhaitez l'acquérir), ou du moins de suffisamment d’intérêt pour la technique que pour comprendre les projets.
Vous disposez d’un master (ou équivalent par expérience).
