**DESCRIPTION OF THE TASKS AND THE SCOPE OF COMPETITION**
- The IT SPECIALIST IN ORGANISATIONAL BUSINESS AND TECHNOLOGY will play a pivotal role in defining and championing a Web Open-Source strategy and implementing guidelines to establish a vibrant Community of Practice. Collaborating with Project Portfolio Manager and Head of Sector and engaging key stakeholders across EC and EUIBAs, the expert will lead a holistic program of change spanning various areas: strategy, architecture design, guidelines, KPIs definition, agile coaching, and skills matrix definition for the Europa Web Platform solutions.
- This transformative journey will focus on addressing the needs and priorities outlined by management, fostering a culture of contribution, reusability, open-source, Web technologies innovation and promoting technical learning paths and knowledge sharing. The goal is to:
- Reshape service delivery methods for the Europa Web Platform;
- Promote and create innovative contributions to Drupal.org and generate an active exchange with other EC and EUIBs experts;
- Establish a dynamic and inclusive Community of Practice for knowledge sharing of current and newest technologies on web Open-source;
- Promote and boost among the Web Open-Source practitioners at EC and EUIBs: active engagement, collaborative learning and sharing of web open source best practices through a dedicated mentorship program, trainings, podcasts and conferences;
- Define and promotes the Web open-source principles for design, development and contributions and an interoperability by design approach with systematic interoperability assessments for digital solutions;
- Encourage experimentation and innovation for web open
- source technologies;
- Establish a repository of best practices for the Europa Web Platform;
- Learn about the newest AI- web trends.
- In the realm of Strategy and Delivery, the expert will design services aligned with business objectives, emphasizing quality, compliance, risk, and security requirements. This involves delivering efficient IT and organizational solutions that meet contribution and collaboration needs, while also ensuring that services can be developed and enhanced within reasonable timeframes and costs.
- As part of the Open-Source approach, the IT SPECIALIST IN ORGANISATIONAL BUSINESS AND TECHNOLOGY will undertake these tasks, collaborating with technical working groups of the Europa Web Platform, participating in progress meetings, and engaging with users to ensure successful implementation. This strategic approach will contribute to the establishment of an Open-Source community of Practice within the organization.
**LEVEL OF EDUCATION**
Master's degree of 5 years.
**Job requirements**
**MINIMUM TECHNICAL REQUIREMENTS (KNOWLEDGE, SKILLS, EXPERTISE, CERTIFICATIONS)**:
The following skills and knowledge are required for the performance of the above listed tasks:
- Identify, document, review and design complex IT enabled business processes that define a set of activities that will accomplish specific organisational goals and provides a systematic approach to improving those processes.
- Design and develop technology and organisation roadmaps, implementation strategies and transformation plans focused on digital transformation to achieve improved productivity, foster collaboration.
- Develop and deliver management level presentations which resonate with senior stakeholders, both business and technical.
- Professionally present digital and technology solution plans and solutions in a well-structured business report.
- Demonstrate self-direction and originality in solving problems, and act autonomously in planning and implementing digital and technology solutions expert tasks at a professional level.
- Demonstrate effective open-source technology leadership and extensive change management skills for managing technology driven and organizational change and continuous improvement in both private and governmental organisations.
- Advanced Architecture and Information Technology design experience, with an additional 10+ years relevant industry experience in a leading position such as CTO (at least 5 years) including open-source software management; interoperability and security management and related technologies.
- Highly developed interpersonal skills including verbal and written communication, negotiation, facilitation and conflict resolution skills.
- Highly developed skills in coaching a team in a scaled agile framework, fast-paced, multi-tasking environment with disparate stakeholders.
- A strong ability to analyse and interpret key metrics, driving solutions and contributing to the development of open-source strategy and roadmap.
- 10 years of experience in high level of managerial skills, including resource management, information and knowledge management, performance management.
- Highly developed stakeholder management and able to discuss with high-level managers or technical resources.
