The Head of Climate Policy Europe develops, leads and implements one or more strategies to achieve the Conservancy’s goals for tackling climate change through interaction with governments, multilateral agencies, and/or external stakeholder coalitions. Reporting to the Europe Director Global Policy and Institutional Partnerships, they are responsible for developing and implementing a climate policy advocacy programme that delivers on TNC’s climate mitigation and adaptation goals, working with global and regional colleagues as well as the wider TNC Europe team.
**ESSENTIAL FUNCTIONS**:
The Head of Climate Policy Europe furthers the work of The Nature Conservancy and its conservation partners through direct interaction with governments, multilateral agencies and other stakeholders, including from civil society and business, focusing on policy, practice, and funding initiatives that provide conservation opportunities and/or impact our conservation programs. They lead the development and implementation of our TNC Europe climate policy programme. They collaborate closely with the public funding teams, including global colleagues, to identify conservation policy and funding opportunities where tackling climate change is a key driver. They evaluate the potential for strategic European partnerships, and develop and implement strategies to influence public policy and public funding for conservation at a regional, national and/or global level. They develop and manage TNC’s relationships with key climate change policy departments in public sector entities, including in the European Commission, its relevant agencies and key European climate or environment ministries influencing the UNFCCC process.
**RESPONSIBILITIES AND SCOPE**:
- Responsible for meeting departmental strategic goals and objectives to support TNC climate change goals, covering both mitigation and adaptation policies.
- Develops and implements multi-year strategies, and objectives for TNC Europe climate change programme, in support of TNC policy and public funding goals.
- Ensures clear, transparent and accurate reporting on progress towards TNC Europe climate change policy goals.
- Supervises, as and when applicable, administrative and/or professional staff with responsibility for performance management, recruitment training and development.
- Financial responsibility may include working within/managing a budget to complete projects, negotiating and contracting with vendors, assisting with budget development, and meeting fundraising targets.
- Prepares and presents project proposals and negotiates with federal, bilateral and multilateral agencies and other public policy stakeholders, including from civil society and business, to achieve programme goals.
- Gathers and shares regular, accurate insights about European institutions’ climate change policies across appropriate internal networks to inform colleagues and ensure TNC’s work is well-attuned and adds value to evolving public sector donor priorities in Europe.
- Communicates professionally with a wide variety of people from different cultures.
- Accountable to persuasively convey the mission of The Nature Conservancy to diverse groups including key legislators, government officials and others who are critical to the Conservancy’s overall public funding strategies.
- Collaborates with TNC Communications colleagues to ensure timely, effective communications about TNC Europe’s climate change policy activities.
- Works in partnership with other organizations in a collaborative and consultative or advisory capacity.
- Ensures programme compliance with internal policies and external requirements.
- Ensures that the program complies with federal lobbying laws and regulations.
- Effectively directs and or participates in complex negotiations.
- Develops constructive and effective working relationships inside and outside the Conservancy.
**MINIMUM QUALIFICATIONS**:
- Bachelor’s degree in political science, environmental policy, business or related field and 6 years of senior management level experience in government relations, corporate sector, or equivalent combination of education/experience.
- Fluency in English required; fluency in French or German advantageous.
- Advanced knowledge of European public policymaking processes and stakeholder networks, especially related to climate change topics.
- Direct experience working with partners and government agencies on climate change issues.
- Project management experience including coordinating the work of other professionals inside and outside an organization.
- Proven experience in strategy development and implementation.
- Demonstrated relationship building skills.
- Experience negotiating complex high profile or sensitive agreements.
- Proven written and verbal communication and presentation skills.
