**Position background**

The Research Policy Unit at NORCE works transversally in the organization addressing from regional and national to European and international levels. The Unit contributes to NORCE’s short
- and long-term strategy and action plan and towards its implementation, including work related to policy, business opportunities, positioning, networking and alliances.

The Unit also works towards key strategic programmes at national and European level. The Unit works closely with the three Research Divisions which are 1) Climate and Environment 2) Energy and Technology, and 3) Health and Social Science; as well as with the General Management at NORCE.

**About the position**
The workplace is located at Rue Guimard, 9, in Brussels, Belgium. The position includes travelling to NORCE headquarters in Bergen and other NORCE locations in Norway when necessary.

The position as Head of Office will be anchored in the Research Policy Unit and will work transversally throughout NORCE. The Head of Office will work tightly and coordinate with other members of the Unit.

This position aims to work towards accessing key information in Europe, engaging and participating in EU policy, increasing the visibility of NORCE in Brussels and in Europe, and establishing and consolidating relationships with EU bodies and with Norwegian actors in Brussels. All this to be done in collaboration and in coordination with the Research Policy Unit.

The position also covers the responsibility of the everyday running of the office, including organization of meetings, agendas, caterings, among other matters. This position as Head of office will report to the Head of the Research Policy Unit.

**Scope of work**
- Access to EU information and to EU institutions and bodies.
- EU Policy
- Picking up new policy trends.
- Establishing mechanisms to shape and influence EU policy / EU research agenda.
- Engaging in EU policy and agenda-setting activities.
- Canalizing and increasing contributions from NORCE to the European Research and Innovation programs / framework.
- Position papers / consultations.
- Visibility in Brussels / Europe
- Increasing visibility and presence of NORCE in Brussels / Europe.
- Positioning of NORCE and NORCE researchers in Europe.
- Organization of events, meetings, delegations, etc. at NOHRI.
- Participation in EU research and/or business fora, networks, meetings and conferences.
- Networking and collaboration
- Network and collaboration with European institutions / bodies and other relevant actors in Brussels.
- Collaboration with NOHRI members.
- Collaboration with the Norwegian delegation to EU and other Norwegian actors/networks in Brussels.
- Office
- Responsible for the office (every day running of the office, organization of meetings, caterings, etc.).

Work tasks and responsibilities will be varied and flexible depending on the profile of the applicants, and you will have the opportunity to bring new input and ideas based on your knowledge and previous experience.

**Education / Qualifications**
The competence and experience required for this position is the following:

- Higher education.
- In-depth knowledge and engagement with European institutions and European matters.
- Knowledge and experience in European Research and Innovation programs / framework (from basic research to applied research and innovation).
- Documented knowledge, and engagement in European networks in Brussels / Europe.
- Experience in working with EU policy and EU Research Agendas.
- Experience in organizing and chairing meetings and conferences.
- Knowledge of the Norwegian system of Research and Innovation and of the Norwegian EU ecosystem will be valued.
- Documented experience in a similar position.
