**1. SUMMARY**
The Policy Planning Unit is part of the Office of the Secretary General. The Unit provides policy advice and recommendations for the Secretary General across a broad range of issues.
The Policy Planning Officer assists the Head of Policy Planning in developing policy products for the Secretary General on issues relevant to NATO’s agenda as well as on supporting the Policy Planning’s broader programme of work.
Under the direction of the Head of Policy Planning, the Policy Planning Officer is responsible for a broad range of duties including:
- researching and drafting policy papers to provide up-to-date analysis as well as relevant policy ideas and recommendations for the Secretary General and the Private Office;
- working with the International Staff and International Military Staff and with Allied and partner missions to NATO to identify strategic issues and prepare appropriate materials for review by senior management and the Secretary General;
- developing links with other Organizations and institutions;
**2. **QUALIFICATIONS AND EXPERIENCE**
**ESSENTIAL**
The incumbent must:
- possess a Master’s degree or equivalent and above from a recognized university, institution, defence academy, or equivalent;
- possess at least 3 years’ experience in research and/or policy analysis related to international security, defence or foreign affairs;
- have strong analytical and research skills and the ability to draft documents in a clear and engaging style;
- have the ability to present complex strategic security issues and policy options in a clear and concise manner;
- have the ability to think creatively and innovatively, both individually and in a team setting, in addressing policy challenges and problems;
- have the ability to work effectively in a team and to engage, liaise, and build relations with diverse interlocutors across NATO and beyond;
- have proven experience in strategic thinking and/or policy analysis and/or research related to international security and defence affairs;
- have strong interpersonal skills;
- possess excellent drafting/writing skills ;
- proficiency in drafting in the English language;
- experience in speechwriting and/or experience performing analytical and/or foresight functions and/or experience in think-tanks, academia, journalism or national/multilateral institutions;
- possess the following minimum levels of NATO’s official languages: V (“Advanced”) in one; II (“Elementary”) in the other;
- be available to work outside working hours, if and when required;
- be flexible and willing to travel occasionally.
**DESIRABLE**
The following would be considered an advantage:
- experience of managing programmes, including project implementation, event management, consultancies, and/or budget design;
- experience in other multilateral settings and/or field/operational experience, including in NATO operations and/or operations under other frameworks;
- qualitative/Quantitative research skills, and/or foresight training.
**3. MAIN ACCOUNTABILITIES**
**Expertise Development**
**Information Management**
Prepare correspondence, documents, speaking notes, presentations and reports as required.
**Knowledge Management**
Supports the Policy Planning Unit in its work with the IS and IMS Staff, with Allied and Partner missions to NATO to identify strategic issues and prepare appropriate materials for review by NATO senior management, the Secretary General and the NAC.
**Policy Development**
Research and draft policy papers to provide up-to-date analysis as well as relevant policy ideas and recommendations for the Secretary General and the Private Office of the Secretary General on issues of interest to NATO’s strategic outlook and policy agenda;
**Project Management**
Programme management support, in particular to develop events, workshops, conferences, or research consultancies to support the work of the Policy Planning Unit and its related tasks;
**Representation of the Organization**
Contribute to NATO representation by developing information and relevant background documents supportive of NATO's interests.
**Stakeholder Management**
Develop links with Allied/partner policy planners and other interlocutors inter alia to organize events and share/exchange research results. Develop links with think tanks, academic institutions and non-governmental organizations to ensure that a broad range of expertise, views and perspectives are available to the Secretary General in considering strategic policy issues;
Perform any other related duties as assigned.
**4. INTERRELATIONSHIPS**
The Policy Planning Officer reports to the Head of Policy Planning and will work closely with appropriate divisions in the International Staff, with NATO Military Authorities, Allied/partner missions, and other staff in the Private Office of the Secretary General in carrying out the above responsibilities.
