INTRODUCTIONThe NATO Chief Information Officer (CIO) function brings Information and Communications Technology (ICT) coherence across NATO Enterprise’s civil and military bodies. The NATO CIO is empowered to realize the Allies’ vision for the NATO Enterprise is accountable to the Secretary General and is responsible for the development of Enterprise directives and advice on the acquisition and use of information technologies and services. The NATO CIO provides Enterprise oversight on cybersecurity issues, and, in close coordination with all relevant NATO civil and military bodies, works towards the continual improvement of the cyber hygiene and cybersecurity posture in the NATO Enterprise.This Statement of Work (SoW) describes the contractual work in support of the Office of the NATO Chief Information Officer (OCIO) at the NHQ in Brussels in leading and overseeing NATO Enterprise projects on improving Identity and Access Management (IAM) across the NATO Enterprise. The incumbent will be working within the OCIO Enterprise Security Branch – Enterprise Risk Management Section. The incumbent will be in charge of the development, execution and overview of multiple IAM activities in support of the NATO Enterprise security posture oversight and improvement. This includes the development of an Enterprise IAM strategy and directive, covering the provisioning of services in-prem and in the Cloud. The incumbent will also interact with Nations for IAM-related matters.2. TASKSThe contractor will effectively and efficiently, provide the following services: Support the development of an IAM Policy and related Enterprise Directive; Advise on the revision of the NATO PKI Management Authority (NPMA)mandate and develop a strategy towards an IAM-focused perspective in support of the NATO Enterprise; Support the drafting and implementation of IAM Policy for standard CIS and Cloud-based CIS solutions; Support the establishment of a NATO Enterprise IAM Board; Support the implementation of IAM-based technical solutions across the NATO Enterprise, including Multi-Factor Authentication (MFA); Coordinate and support risk-management activities and analysis in the context of IAM, directly coordinating plans and activities with the relevant stakeholders, and assessing and monitoring related results; Lead coordination activities in support of the implementation of specific projects; Support the execution of High-Level Risk Analysis (HLRA) to be used in support of risk-informed decisions; Assist and contribute to the development and/or updating of OCIO’s Directives; Provide support to various CIS-related activities, as directed by the Head of Enterprise Risk Management Section. 3. PROFILE[See Requirements] 4. LOCATION OF DUTY4.1 The incumbent is expected to ensure a physical presence on the workplace, full time, at NATO Headquarters in Brussels. Under exceptional circumstances, however, some temporary teleworking arrangements might be granted upon approval of the line manager in NATO Allied countries. 5. TIMELINES5.1 The services of the contractor are required for the period starting from May 2025 until 31 December 2025. 5.2 Under the current framework contract, a contract extension is possible for the calendar years 2026 and 2027. Future contract extensions are subject to performance of the contractor and related NATO regulations. 6. SPECIFIC WORKING CONDITION6.1 Secure environment with standard working hours. Occasional non-standard hours may be required in support of the NATO Chief Information Officer urgent tasks. 7. TRAVEL7.1 Occasional business travel may be required. Travel expenses will be reimbursed to the individual directly (in addition to the hourly rate) under NATO rules. 8. SECURITY AND NON-DISCLOSURE AGREEMENT8.1 The contractor must be in possession or capable of possessing a security clearance of NATO SECRET 8.2 A signed Non-Disclosure Agreement will be required.Requirements The candidate must have knowledge and a multi-year experience in the realm of Identity and Access Management (IAM) at Policy level. More specifically, the incumbent must show a solid knowledge and experience in the development and revision of Directives in Identity and Access Management; The incumbent must have experience in the implementation of IAM Policy for static CIS and Cloud-based CIS solutions; The incumbent must have a solid experience in implementing technical solutions for IAM, including MFA; The candidate must have professional experience in Project Management and/or Service Management, coordinating work and activities with both internal and external stakeholders to support service/project delivery for their organisation. The candidate must have solid experience in managing a team in support of project delivery. The candidate must have a NATO SECRET Security Clearance. The candidate must have excellent English writing and speaking skills, and the ability to brief their work in English. A previous practical experience in administrating a PKI Certification Authority is highly desirable. A practical experience in auditing or inspecting PKIs is highly desirable. It is desirable the candidate has familiarity and experience with cryptography and cryptographic key management knowledge.
