**A. POST CONTEXT**

Supreme Headquarters Allied Powers Europe (SHAPE) provides an integrated Strategic Effects framework, employing a multi-domain and multi-region focus to create a 360-degree approach, with the flexibility to enable, upon direction, a seamless transition from Baseline Activities and Current Operations (BACO) up to the Maximum Level of Effort (MLE). SHAPE supports SACEUR in fulfilling his terms of reference, as directed by the North Atlantic Council.

The Cyberspace Directorate is responsible for directing, monitoring and coordinating all cyberspace functional area activities and staff functions across ACO.

The J6 Cyberspace Division provides the strategic staff functions for cyberspace aspects within ACO’s strategic direction, planning and risk management to support NATO-led operations, initiatives, exercises and activities.

The Cyberspace Strategic Plans and Policy Branch will provide military Subject Matter Expert (SME) advice, strategic direction and oversight of all cyberspace functional area activities across ACO.

This post is primarily involved in the formulation of NATO 2030 initiative cyberspace input to Military Advice, Policies, Doctrine and Plans (at the strategic level).

The incumbent will provide for the coherent alignment of NATO 2030 relevant Federated Mission Network (FMN) implementation within NATO Command Structure as an Affiliate (NCSaaA) as these were recognized under ID #73 of the NATO 2030 resource requirements list. Duties will mainly support ACOS J6 in his role as the NCS as an Affiliate representative to the FMN Management Group and the SHAPE J6 Strategic Plans and Policies Branch Head in its delegated responsibilities related to FMN.

**C. PRINCIPAL DUTIES**

The incumbent's duties are:

- As a J6 FMN - NCS as an FMN Affiliate Staff Officer lead change management for the NCS FMN-related change aspects and alignment to the NATO 2030 initiative;
- Assisting Branch Head J6 SPP with the effective identification, documentation and planning for dynamic change processes aligning ACO Mission Networking implementation to the dynamics of Mission and operational contexts and integrating these change requirements within the NATO Digital Backbone and the wider NATO digital transformation efforts;
- Support the NCS as an Affiliate Liaison Officer to the FMN Secretariat on FMN-related coordination and outreach within the wider FMN and NCS as an FMN Affiliate community (outreach to NATO HQ C3 Staff, ACT, NCI Agency, ACO subordinate commands, FMN Secretariat and other entities, as required);
- Assist with recognizing FMN and Interoperability-related NATO 2030 change aspects impacting SHAPE Cyberspace and SHAPE J6 Cyber;
- Provide interface with other NCS and NATO offices to ensure change is undertaken in accordance to doctrine and policy;
- Contributing to change aspects for planning and sustainment of J6 personnel, logistics, etc., necessary for C4ISR support aspects of Cyberspace operations;
- Provide interface with industry to track and monitor developing trends in cyberspace operations and be the lead agent in identifying FMN interoperability requirements for the J6 and other cyberspace elements throughout the command structure;
- Contributing to alignment of NCS FMN implementation with broader NATO interoperability coherence initiatives;
- Oversee change management budget requirements for ACO J6;
- Represent ACOS J6 through liaison with Nations, Non-NATO entities and NATO partners, as authorized by the Military Committee at the strategic and operational levels, to generate a more widely shared cyberspace situational awareness.

NATO committee responsibilities: FMN Management Group, FMN Management Group Preparatory meetings, FMN weekly meetings, NCS as an Affiliate Management meetings, FMN Working Groups.

There are no first line reporting responsibilities.

**D. ADDITIONAL DUTIES**

The employee:

- May be required to perform a similar range of duties elsewhere within the organization at the same grade without there being any change to the contract;
- May be required to undertake operational assignment/secondment within the Comprehensive Crises Operations and Management Centre (CCOMC) (may require shift work for the duration of the assignment)
- May be required to formally represent Branch Head J6 SPP or the NCS as an Affiliate LO to the FMN Secretariat at NATO, Bi-SC, and/or ACO meetings;
- The work is normally performed in a Normal NATO office working environment / Secure CIS equipment room with artificial light and air.
