**A. POST CONTEXT**

Supreme Headquarters Allied Powers Europe (SHAPE) provides an integrated Strategic Effects framework, employing a multi-domain and multi-region focus to create a 360-degree approach, with the flexibility to enable, upon direction, a seamless transition from Baseline Activities and Current Operations (BACO) up to the Maximum Level of Effort (MLE). SHAPE supports SACEUR in fulfilling his terms of reference, as directed by the North Atlantic Council.

The Cyberspace Directorate is responsible for directing, monitoring and coordinating all cyberspace functional area activities and staff functions across ACO.

The J6 Cyberspace Division provides the strategic staff functions for cyberspace aspects within ACO’s strategic direction, planning and risk management to support NATO-led operations, initiatives, exercises and activities.

The Cyberspace Strategic Plans and Policy Branch will provide military Subject Matter Expert (SME) advice, strategic direction and oversight of all cyberspace functional area activities across ACO.

This post is staff primarily involved in the formulation of NATO 2030 initiative cyberspace input to Military Advice, Policies, Doctrine and Plans (at the strategic level).

The incumbent will support for the coherent documentation, staffing in the framework of NATO 2030 initiative and follow up of NATO 2030 relevant Communications and information systems (CIS) operational experimentation requirements as these were recognized under ID #95 of the NATO 2030 resource requirements list.

**C. PRINCIPAL DUTIES**

The incumbent's duties are:

- As J6 Strategic Plans and Policies (SPP) NATO 2030 Operational Experimentation support administrator, support change and experimentation management for the CIS innovation aspects of the NATO 2030 initiative, such as the introduction of emerging and disruptive technologies (EDT’s) within the NATO digital backbone and assists Branch head J6 SPP with the documentation, staffing and follow-up of the various operational experimentation efforts initiating change throughout ACO.
- Assists with accounting for the various NATO 2030 change initiatives and maintains traceability of the various experimental programs of work throughout NATO affecting ACO Cyberspace;
- Provide interface with SHAPE STREN innovation office, ACT OPEX, and other NCS and NATO HQ offices to ensure that operational experimentation efforts are non-duplicative and are arranged for in accordance to doctrine and policy;
- Oversees the OPEX budget available to ACO Cyberspace arrangements;
- Oversees NATO 2030 relevant operational experimentation efforts and deconflicts these with ACT, NHQC3S OPEX programs of work.

**D. ADDITIONAL DUTIES**

The employee:

- May be required to perform a similar range of duties elsewhere within the organization at the same grade without there being any change to the contract;
- May be required to formally represent Branch Head J6 SPP or the NCS as an Affiliate LO to the FMN Secretariat at NATO, Bi-SC, and/or ACO meetings;
- The work is normally performed in a Normal NATO office working environment / Secure CIS equipment room with artificial light and air.

**A. ESSENTIAL QUALIFICATIONS**

**1. Professional/Experience
(1) IT strategy and planning

The creation, iteration and maintenance of a strategy in order to align IT plans with business objectives and the development of plans to drive forward and execute that strategy. Working with stakeholders to communicate and embed strategic management via objectives, accountabilities and monitoring of progress.

Skill Level (Initiate or influence)

Sets policies and standards and guidelines for how the organisation conducts IT strategy development and planning. Leads and manages the creation or review of an IT strategy which meets the requirements of the business. Develops, communicates, implements and reviews the processes which ensure that the strategic management of IT is embedded in the management and operational plans of the organisation.

(2) Command and Control Support (Military Cyberspace Planning) (General)

Activities involved in providing general communication services. Includes functions that provide general communications and information services for peacetime, baseline activities and real life CIS support to exercise such as long haul, wide and local area voice, data, digital and video communications. This includes the design, development, installation, maintenance, protection and defence of voice, data, and video communications capabilities, services, and systems.
