**A. POST CONTEXT**

The Communications Division (COMDV) is responsible for directly supporting SACEUR, the SHAPE Command Group, Allied Command Operations, and deployed NATO commanders and forces with integrated and strategically directed communication guidance and capabilities as it relates to Alliance operations, policy, transformation, exercises and defence planning during peace, crises, and armed conflicts.

The Information Fusion Branch (INFU) is a Branch within COMDV and reports to the COMDV Director. It is responsible for developing and implementing concepts, methods and tools to support a systematic analysis and assessment of the Information Environment (IE) and selected audiences.

INFU is responsible for conducting appropriate analysis, modelling and simulation of the Information Environment (IE) and selected audiences through a systems approach in order to generate clear, holistic and actionable products for staff and decision makers.

The Data Scientist is part of the Information Fusion Branch (INFU) and is key component of its task of providing understanding within a complex and competitive Information Environment.

**C. PRINCIPAL DUTIES
The incumbent’s duties are:

- Contribute to an active, timely and well-coordinated manner to COMDV work in the area of Information Environment Assessment.
- Deliver high quality reports including actionable recommendations based on the assessment of the information environment.
- Provide advice on the codification and appropriate implementation of data analysis/science techniques and practices into military policy and doctrine.
- Contribute to improving the quality, scope and operational relevance of the IE assessments.
- Develop and maintain professional relationships across ACO to promote synergies within and between different disciplines (i.e. intelligence, targeting, cyber, operations ).
- Work closely with the relevant offices of COMDV so that Policies, Plans and Campaigns integrate IEA into communications planning process and embed into it the NATO Communications Strategy.
- Play a leading role in the ongoing project to introduce advanced data analytics to NATO’s IEA capability, including directing and guiding externally procured services.
- Perform any other related duty as assigned.

**D. ADDITIONAL DUTIES**

The incumbent may be required to undertake TDY assignments within NATO’s boundaries and be willing to work unsocial hours. The work is normally performed in a typical Office environment. Normal Working Conditions apply. The risk of injury is categorised as: No risk / risk might increase when deployed.

**QUALIFICATIONS
**A. ESSENTIAL QUALIFICATIONS**

**1. Professional/Experience**

Primary Skill Level: (Ensure/Advise)
- Experience in developing reports with data visualisation and the ability to explain data as a convincing story;
- Possess experience working with large and complex datasets;
- Excellent communication, reporting and oral presentation skills;
- Demonstrate strong interpersonal skills, and the ability to interact within a multicultural team and with diverse stakeholders across the Organization;
- Proven ability to present information in a clear and logical manner both in writing and by other means with extreme accuracy and attention to detail;

Desirable Skill Level:

- A complementary degree in political science, communications, or relevant field is desirable;
- Previous working experience in International Organization or public sector in a military or intelligence community;
- Using social media analytics for assessment purposes;
- Experience and/training in team management and coordination;
- Experience in developing quantitative metrics and analysis trends (data trend analysis);
- Experience in the use of statistical packages and machine learning algorithms;
- Familiarity with the basic principle of distributed computing and/or distributed databases;
- Experience with software in a scripting language (e.g. Python, R, Scala, Java, or similar), and Experience with Python data handling and graphing frameworks (e.g. NumPy, MatPlotLib, SPSS, or similar; experience with distributed data processing tools (e.g. Apache Spark or similar).

**2. Education/Training**

The incumbent must have a University Degree in a mathematics, economics, statistics, computer science or related discipline and 4 years post-related experience or Higher Secondary with advanced vocational training and 7 years of related post experience.

**3. Language**

English - SLP 4334 - (Listening, Speaking, Reading and Writing)

NOTE: The work both oral and written in this post and in this Headquarters as a whole is conducted mainly in English.
