**Secure data and document exchange expert (SDDEX) - Brussels - Near site - European**

**Commission**

We need someone with a minimum of 12 years of experience and a Master’s degree in IT related field

**Mandatory expertise**
- Good knowledge of IBM Filenet platform for Case Management (i.e., IBM Business Process Manager, IBM Case Manager, IBM Content Manager, IBM Filenet)
- Good knowledge of Java Enterprise Application Servers (i.e., IBM WebSphere and Oracle Weblogic)
- Good knowledge of digital signature and encryption, X509 certificates, Public Key Infrastructure (PKI)
- Good knowledge of discovery and service location technologies (i.e., DNS, DNSSEC, CNAME)
- Good knowledge relational databases administration (i.e., IBM DB2 and Oracle)
- Good knowledge of the Java platform
- Good knowledge of continuous integration techniques and tools (i.e. Bamboo, Jenkins, )
- Good knowledge of containerisation tools (i.e., Docker, Kubernetes)

**1. CONTEXT**

The European Commission, together with the national competition authorities, directly enforces EU competition rules to make EU markets work better to the benefit of consumers, businesses and the European economy as a whole. The Directorate-General for Competition (DG COMP) is primarily responsible for these direct enforcement powers. Modern IT solutions are designed to support business processes with the overall goal of improving efficiency and efficacy.

**2. DESCRIPTION OF REQUESTED SERVICES**

Profile and level The required profile is Secure data and document exchange expert (SDDEX) -Up to Level 8 as specified under DIGIT TM II, Lot 3. 2.2.

**Education and skills**

As specified in the framework contract for this profile. 2.3.

**Tasks**
- Architecture, design and implementation of the integration layer between backend systems and the Case Management platform
- Installations and operations of Case Management platform
- Security configuration for the Case Management platform
- Optimisation of the integration layer, including follow-up and monitoring
- Participate to the maintenance of technical specifications related to transport and messaging protocols and their implementation in software
- Configuration of the Web Application Security for the Case Management Platform; TM162

**Specific expertise**

- Good Knowledge of the ITIL framework
- Previous Experience in working with the EU institutions 2.6. Languages The consultant has to be fluent in English. Documents will be written in English. French will be an asset. 2.7.

**Tools/ Methodologies used in the unit**
- MS Teams, IntelliJ, JIRA, Enterprise Architect, etc.;
- Domain Driven Architecture, Test Driven Development, Continuous integration.

**3. SERVICE DELIVERY**

The services shall be performed Near-site from remote location allowing to reach the Commission premises in Place Madou 1, 1210 Saint-Josse-ten-Noode within 2 hours. Laptop will be provided by the Commission. The external service provider may be requested to participate in meetings with the Commission's services in Place Madou 1, 1210 Saint-Josse ten-Noode (and exceptionally in other locations).
